  40. >> So it's amazing. We were waiting for
  41. this interview. you had a lot of
  42. experience like a bit of context
  43. internationally to develop
  44. developing projects renewable projects
  45. and now in area which is one of the
  46. biggest utility companies here in
  47. Austria. So yeah really thank you for
  48. being here.
  49. >> Well thanks for hosting me. It's a
  50. pleasure to be here and it's always
  51. nice to talk to young people at
  52. the beginning of the road and
  53. see how you see how you see things
  54. >> and how it matches with my
  55. experiences and how to go forward
  56. together.
  57. >> Sure. Thank you about the
  58. >> Hey, thank you very much Herbert
  59. for giving the time as as Daniel said,
  60. but please walk us through some of
  61. your experiences. u you have a
  62. distinct US career I think almost 30
  63. years now.
  64. >> Well it's a 20 years it's not that I'm
  65. not that old but it's 20 years. That's
  66. right. Yeah.
  67. >> Yeah. Please tell us about some of
  68. your experiences and also starting from
  69. your studies. it's so interesting
  70. what you have studied and how you ended
  71. up in the energy field.
  72. >> Well it's it's very interesting.
  73. when I was young in the beginning I
  74. did a technical forestry high school. So
  75. I'm a professional forester
  76. >> and after that I continued on and
  77. studied at the Vienna University for
  78. economics and I have a university degree
  79. in international trade and therefore
  80. after I finished university I had the
  81. chance to start my my career in the
  82. energy field working for energy supply
  83. lower Austria EVN
  84. >> because that time in the in the mid 2000
  85. at the early 2000s wooden biomass was
  86. a big issue a big topic and EVN is a
  87. very big player in Austria for district
  88. heating systems based on wooden biomass
  89. >> and looking at my expertise coming
  90. from forestry and also economy
  91. >> I got the chance when I was young to
  92. work there as a and start the
  93. supply chain management to get all
  94. the wood they needed for their
  95. district heating systems.
  96. >>.
  97. >> And also did a project development
  98. there for district heat systems and
  99. that was very interesting. I did that
  100. for several years and while I did that I
  101. also came across that master program at
  102. >> to
  103. >> and did the renewable energy
  104. master at
  105. >> to which literally changed my career and
  106. and there I got all the other
  107. basics of wind power, solar, water,
  108. geothermal and all that stuff that was
  109. very interesting. I did that beside my
  110. normal job which was quite demanding
  111. but doable.
  112. >>.
  113. >> And therefore after finishing that
  114. in my early 30s I changed to another
  115. company.
  116. >>.
  117. >> I started to work for Vintagi
  118. and this time they were looking
  119. for a new person to start over their
  120. project development department.
  121. >> Yeah. And as I used to work as a
  122. student, I already got some job
  123. experience in holiday jobs at Canada and
  124. I had very good connections to Canadian
  125. embassy in Vienna. they also hired me
  126. to start up their projects and their
  127. ideas to go to Canada and that was
  128. obviously a very good opportunity for
  129. me to start a professional career
  130. also with a link to Canada.
  131. >>. And so for VAB that was a very
  132. international phase in my career based
  133. in Austria. We did very much very many
  134. projects in Austria but also we had
  135. projects that time in France Germany,
  136. Czech Republic, Italy and I started that
  137. company in Canada for them. So, and
  138. that that was very very interesting
  139. because from the first time thinking
  140. of going to Canada and really forming a
  141. joint venture, securing land, getting
  142. the permits and have the first turbines
  143. up and running, we needed only a little
  144. bit more than 2 years, which is
  145. extremely fast. So, I'm I'm proud of
  146. that.
  147. >> Especially compared to one of the
  148. project in V in Austria that took you 13
  149. years.
  150. >> Yes. but anyway we were lucky and
  151. it's always a team effort. It's never
  152. never ever it's a single person. It's
  153. always a team
  154. >> and you can only do that if you have the
  155. right people around you.
  156. >> Everybody is eager to go and it's always
  157. successful project development is always
  158. >> right people meet the opportunity at the
  159. right point in time. So that's that's
  160. always the steps to be done.
  161. And anyway after after that
  162. interesting international phase at VIP
  163. for some years
  164. >> u my wife and me decided that we want
  165. to start a family and therefore it's
  166. nice to spend some more time together
  167. because that time I was traveling a lot
  168. and not home very much.
  169. >>. So I came back to Vienna
  170. and was lucky to get this job
  171. opportunity working for Vini
  172. >> which is the biggest energy utility in
  173. Austria and worked for them in the
  174. wind power department and in the
  175. meantime I'm the head of all renewable
  176. electricity production in Austria.
  177. >> Yeah. in between I was also
  178. responsible for the international
  179. field but we were lucky that the
  180. international emphasis of Vienna energy
  181. were that successful and ambitious that
  182. we decided to start a new department for
  183. it
  184. >> and so now we have a separate department
  185. who's focusing on the international
  186. business and let it grow again.
  187. >> Amazing.
  188. >> Wow. And so you started just to
  189. >>. a bit a small parenthesis in
  190. in Canada because Canada they have a lot
  191. of resources in but fossil resources. So
  192. how was back in the time to enter with
  193. renewables in a known and old market
  194. full of oil and gas and
  195. >> it's very important to notice that
  196. Canada is a very big country. So there
  197. is not one fits all like Canada is
  198. fossil or Canada is renewable. there's
  199. different areas and already at my
  200. time at EVN I got links to Canada with
  201. a focus on biomass and therefore had
  202. a better idea and you need to say
  203. that there are kind provinces in
  204. Canada which were that time very much
  205. focused on oil and gas like Alberta.
  206. >> Yeah. and they are still but there are
  207. already then there were other countries
  208. or or provinces in Canada which were
  209. looking more at renewables like British
  210. Columbia.
  211. So and don't forget in Ontario one
  212. of the oldest hydropower dams are the
  213. Niagara Falls power plant in Ontario.
  214. >> So Canada has very rich resources in
  215. any kind.
  216. >>. and when you want to do
  217. business, you just need to focus where
  218. you want to go. But the biggest new
  219. thing for me was Canada is still a
  220. fairly new country. And that was the
  221. first time I got to witness how it is to
  222. work in a growing economy.
  223. >> Cuz when you work in Austria, everywhere
  224. you go, there are already three other
  225. people. And if you want to do a project,
  226. you need to take it from somebody else.
  227. >> Yeah. When you do a project in Canada,
  228. other people congratulate you and say,
  229. "Well, well done. It's your project. Go
  230. for it." And there is enough space and
  231. in a growing economy,
  232. >> there is room for growth and for new
  233. things without taking it from somebody
  234. else. That was the biggest difference.
  235. >>. Wow. But also your background I
  236. mean is very interesting forestry
  237. finance and then engineering like how do
  238. you think it shaped your renewable
  239. energy strategy like how because you
  240. have a very unique and different
  241. perspective for renewables. for me it
  242. was very interesting in my high school
  243. education in forestry and some people
  244. don't know that anymore these days
  245. sustainability the word word
  246. sustainability was created in forestry.
  247. So all my forestry and all the forest
  248. education is about sustainable use of
  249. natural resources.
  250. >> And therefore it was very interesting
  251. because already in high school we had a
  252. very good and deep
  253. learning how to do the ecological
  254. sustainability.
  255. it was lots about engineering that
  256. time already. So, so it gave me a
  257. very profound base of understanding and
  258. and also thinking in circular solutions
  259. on what you do.
  260. >>.
  261. >>. And yeah, you have worked in
  262. different continents, right? So what
  263. would you see that there are the
  264. differences to develop project in
  265. different regions or continents
  266. countries?
  267. >> I think the most important thing is
  268. before you start doing things you
  269. need to take your time to understand
  270. how this country works and how people
  271. are there like and in every wherever
  272. you work it's all about the team effort.
  273. So, so you need to have different
  274. characters in your team to have a most
  275. successful strengths in your team
  276. because everybody is different and
  277. and you need to put people where they're
  278. good at.
  279. >> Yeah.
  280. >> And also when you come to a different
  281. country,
  282. >> there is a there is a different ways
  283. people do things.
  284. >>.
  285. >> And it's it's of course it's it's
  286. also about stereotypes.
  287. So sometimes people would say like more
  288. southern countries they are maybe more
  289. creative or more more
  290. not so much on the point or like that
  291. there's the typical German engineer who
  292. is taking the third digit behind the
  293. commer still serious. So, so I'd say
  294. in a good in a good project team, you
  295. would like take the German engineer that
  296. the stereotype of a German engineer to
  297. have it super accurate. You take the
  298. thousand people or Italian to have a
  299. creative project solutions and
  300. the people understanding and the how
  301. to do the stakeholder management and in
  302. the middle you put an Austrian to make
  303. sure that these two get along together
  304. well. So, so and that's when you come to
  305. a new country you look how how is
  306. the permitting process there what what
  307. resources are available and resources is
  308. the usually it's a land resource it's a
  309. finance resource and it's a human
  310. resource and the human resource you
  311. always need to take first because first
  312. you want to make sure how is the culture
  313. in the country how how the culture works
  314. together what people do you have
  315. available to be successful ful and then
  316. all the other things will come into
  317. place
  318. >> step by step
  319. >> and these teams for example in
  320. Canada maybe you had to build a team
  321. did you choose local people like
  322. >> yes
  323. >> people who knows the local reality
  324. >> you always need to have local people on
  325. the ground like and even in Canada
  326. like if you work in Ontario or if you
  327. work in Nova Scotia it's a different
  328. envir environment nova Scotia counts to
  329. the merry times
  330. >> and it's also So the maritimes in Canada
  331. are also somehow closer to maritime
  332. feelings in Europe. It's not like the
  333. it's people there are different
  334. >> and you always need to have local
  335. people on the ground because at the end
  336. of the day you need to have people who
  337. speak to the land owners who speak to
  338. the farmer who have it there who go to
  339. the local authorities and that's always
  340. easier and more efficient with local
  341. people. So what we did is that VAB was
  342. very experienced that I'm already in
  343. wind power engineering and project
  344. development. So we brought in the
  345. expertise of VA for project development
  346. and engineering and local people we
  347. had a exchange with the local people and
  348. they put it under the ground at the
  349. place.
  350. >> Interesting. Herbert you have been
  351. developing really big projects and
  352. Vin energy aims to have almost about 600
  353. megawatt solar in Austria by 2030.
  354. >>. how much of it has already
  355. been installed and what are the main
  356. constraints that you get for maybe for
  357. land usage for grid connection hurdles
  358. especially because it's Austria and
  359. especially Vienna is also very urban so
  360. getting a grid connection there many
  361. challenges of that so
  362. >> how's it going
  363. >> well first of all I need to say that I'm
  364. in a lucky position that that we are
  365. doing projects all over Austria not only
  366. in Vienna
  367. >> so we do many projects in Vienna but
  368. also at the rest of Austria and also
  369. within Vienna. Vienna has a very good
  370. and very strong electricity grid.
  371. >>.
  372. >> so within the city limits of
  373. Vienna we have very good grit
  374. connections. That's that's a big
  375. advantage
  376. and basically coming back to the
  377. figures the main main figure is have
  378. roughly about, 000 megawatt of renewable
  379. electricity by 2030..
  380. >> And out of that it's going to be around
  381. 600 megawatt affordable dikes.
  382. >> And until now like we started that
  383. pathway in I think 2018.
  384. >> So far we have about 200 megawatt
  385. of photoable dikes on the ground.
  386. >> Yeah. operating and running and
  387. you need to know that getting to that
  388. figures in order to reach that
  389. figures what we do is that basically
  390. Vinagi and me in my department like not
  391. me my team in my department
  392. >> what we do is like every year we build a
  393. hydropower plant
  394. >> every year we build a wind farm every
  395. quarter we build a large scale free
  396. fieldmounted solar installation and
  397. every week we built one or two rooftop
  398. solar installations.
  399. >> Wow.
  400. >> And that's constantly.
  401. >> So, so that's quite impressive figures
  402. that you can only realize with a
  403. great team and I have a amazing team.
  404. I'm happy about that. I'm very proud
  405. about that.
  406. >> And what you need to do is to get
  407. to that scaling figures also in BV is
  408. you can only build a certain amount of
  409. projects per year. But what it is the
  410. projects get bigger. So some years ago
  411. when we started a 1 megawatt solar power
  412. plant was huge like the average size of
  413. the plant some years ago was 100
  414. kilowatt.
  415. >> M
  416. >> now we build already at this year we
  417. have three projects with more than 15
  418. megawatt per project. So what it is we
  419. have large fieldmounted plants and they
  420. become bigger. So, so within the next
  421. years, there will be years where we
  422. build up to 100 megawatt per year only
  423. in PV,
  424. which sounds amazing.
  425. >> It's a lot,
  426. >> but it's possible when you think of
  427. having one field mounted plant with
  428. 20 megawatt. It's basically, let's say,
  429. okay, there three or four projects, but
  430. they're big.
  431. >>.
  432. >> But it's doable.
  433. >> And how is it going? Is
  434. >> it's going well. It's going well.
  435. only at the moment I need to say that
  436. within the rest of Austria
  437. unfortunately the grid connection and
  438. grid capacity is very limited already
  439. because the renewable energy power
  440. plants
  441. u erection worked quite well over the
  442. last years.
  443. >>. But getting the electricity
  444. lines in place is basically too slow
  445. because the permitting process is
  446. taking very very long and there's so
  447. many people and oppositions working
  448. against it. They don't everybody wants
  449. to have electricity but nobody wants to
  450. see electricity lines or wind farms. So
  451. that's that's very hard to make people
  452. understand. Anytime you use your
  453. smartphone to have a search engine or
  454. whatever or or or watching videos
  455. creates lots of energy demand and we
  456. all need that energy, but it needs to
  457. come from somewhere.
  458. >> Yeah.
  459. >> that's why it's interesting to
  460. get those policy makers with the
  461. industries like yourself.
  462. >> Yeah. And it's also that the switch
  463. of our energy system. It's not only a
  464. industry or or or financial or whatever.
  465. It's it's a social it's a social thing.
  466. It's a social movement.
  467. >>.
  468. >> And like in the 1980s we had a
  469. issue in Europe or all over the world
  470. was acid rain from coal fired power bio
  471. plants and therefore they built
  472. filters and so on but also like and also
  473. the maybe you heard about it or you
  474. remember there was this issue with the
  475. ocean ozone layer and so on and the FCA
  476. sprays
  477. >> and so there was a whole society
  478. movement in avoiding that things..
  479. >> And it would be very nice to see
  480. that also for renewable electricity and
  481. renewable energy a social movement like
  482. that come up and people get
  483. active in changing the things and
  484. shaping their future.
  485. >> Yeah. Wow. Great statement
  486. >> and Herbert you have led so many
  487. M&A deals at well starting from 20
  488. almost 50 plus. when it comes to
  489. renewable assets, how do you value
  490. renewable assets that how how how good
  491. it is? like u especially because of
  492. the volatile market that we are in.
  493. so how do you value the renewable
  494. assets? So that you can get into
  495. acquiring or maybe merging with some.
  496. >> First of all, I need to say that we have
  497. a very a very important growth
  498. strategy..
  499. >> So it's always important that you work
  500. on a portfolio and our the portfolio
  501. that we work on is that the
  502. biggest thing that we our solid base is
  503. our own projects. We have our own
  504. project development department. We have
  505. our own construction people who make
  506. sure that it's constructed.
  507. >> But in also in order to create speed it
  508. on the way to reaching your targets, you
  509. develop your own projects. But also when
  510. you get to a good opportunity, you buy
  511. projects from the market.
  512. >> So that's comes to the M&A deals. And
  513. when it comes to the M&A deal, it's
  514. always important to have a very good
  515. look at it. What's what's on the table
  516. right now?
  517. >>.
  518. >> Really understand what's on the table
  519. because everybody everybody who sells
  520. your project says it's ready to build,
  521. it's up and running, and it's so
  522. perfect, but it never is. M
  523. >> so it's very important to find out
  524. quickly what's the crucial issues what's
  525. still open
  526. >> and then what's the value about the
  527. project when you buy it on amil is also
  528. the future potential of it like it's not
  529. only what's on the table it's also your
  530. perfect your your personal creativity
  531. what you see what you able how you
  532. further develop it
  533. >> so when you when you buy project of
  534. course in Austria, it's always a very
  535. competitive market.
  536. >>.
  537. >> And then you see whether you see
  538. okay, there's something on the table and
  539. then you see all the obstacles what
  540. could happen to it and then you
  541. you lower it down and make it not
  542. look look so good. That's one way to
  543. look at it. Or to always look at the
  544. chances and the risks. So you have
  545. to address the risks but you also have
  546. to address the chances. So like when you
  547. buy a wind farm or wind farm project
  548. and you see it
  549. and it's let's say okay it's a
  550. certain generation of wind generators
  551. and it's a certain amount of
  552. turbines and I have very good
  553. planning staff in my department that we
  554. look at it and say okay well there is a
  555. wind farm for sale for with maybe 10
  556. wind turbines but we see opportunity
  557. that you add another agree to the
  558. project and make it bigger than it is at
  559. the moment.
  560. >>.
  561. >> That creates a surplus and that's the
  562. things you look at it.
  563. >> Yeah. So you have been in both sides
  564. like developing and acquiring to make
  565. all the
  566. >> due diligence let's say technically
  567. and legal. Okay. That's interesting.
  568. >> It projects in other countries are also
  569. interesting for V energy going forward.
  570. yes that's the international
  571. department that I that I already talked
  572. about.
  573. >> So they are at the Balkan regions and
  574. also some Eastern Europe countries
  575. >> and they always look at their own
  576. development and acquisitions. That's
  577. that's what we do.
  578. >> Okay. It will be interesting to
  579. interview them also because it grew
  580. so fast that you had to create a new
  581. department. So for sure there are things
  582. >> that's that's very important when you
  583. business development or corporate
  584. development in your company always make
  585. sure that first you see the opportunity
  586. then you create the environment to
  587. facilitate the opportunity and then you
  588. try to get it with the staff that you
  589. already have to a point where it's
  590. mature enough that you're certain that
  591. it's that you will be able to do the
  592. next step and then you let it grow put
  593. it to a certain
  594. department. Make people responsible and
  595. and doable for it and accountable for it
  596. and let them go
  597. >> and don't don't hinder yourself by
  598. staying too small, but you want to be
  599. sure that it's mature enough for the
  600. next step before you let it go.
  601. >> Just one question on that note. When
  602. you started at Vin Energy about 10 years
  603. ago, how how big was the theme and now
  604. how much has it expanded? Well, it's
  605. my department when I like when I about
  606. 10 years ago, I worked as a project I
  607. started again. I did a step back like I
  608. already was CFO for VIP at North
  609. America. Yeah.
  610. >> But then I did a step back and said no,
  611. I want to be a project developer again.
  612. >>.
  613. >> But anyways, that time the whole
  614. department was like 20 or 25 people or
  615. something. And now we are only in my
  616. department it's about 70 and altogether
  617. it's it's more than 100 now.
  618. >> Wow.
  619. >> Wow. And just in that again because we
  620. have heard that there is a lack of
  621. professionals in every field to
  622. address any transition. Have you
  623. experienced that that
  624. >> Yes. Yes. there is a lack of stuff
  625. but it's that's everywhere. That's
  626. everywhere. But what you want to do
  627. is when you have that you look at what
  628. skills what skill level people have or
  629. what's what's similar things where you
  630. need that skills and then get people
  631. who would fit to the team and for
  632. the rest train them yourself.
  633. >> For me the most important thing is that
  634. people fit to the team like personality
  635. of people and if they are willing to
  636. work and if they're smart or not. the
  637. the rest professional education of
  638. course you would have a certain
  639. education from university or school or
  640. whatever and the rest you can train them
  641. on the job.
  642. >> Okay.
  643. >> Yeah. just moving about
  644. decarbonization
  645. part for
  646. >> how do you think the utilities can
  647. balance electrification of heating and
  648. transport with grid stability?
  649. >>. Especially because of the inter
  650. intermittency of
  651. >> renewables. You see Vinagi especially
  652. is in a very good position for that for
  653. a sector coupling
  654. >> because Vinagi is we have
  655. electricity production.
  656. >> We also have heat production. We support
  657. we provide the city of Vienna with
  658. electricity. We provide the city of
  659. Vienna with heat and we provide the city
  660. of Vienna with electricity for mobility
  661. and also within the bigger framework of
  662. the vinata.
  663. >> there is also the vinolin and with
  664. underground system and everything.
  665. >> So we are happy that to be able to
  666. play on the whole portfolio.
  667. >> So that's a big advantage for us.
  668. >>. And therefore there is a large
  669. program going on now that Vinagi also is
  670. drilling for geothermal heat sources to
  671. get hot water out of the ground to feed.
  672. >> That's new, right?
  673. >> Yeah. Yeah. That that's Yeah, that's
  674. that that's that will be very a very
  675. important pillar for the future energy
  676. supply
  677. >> to have have the hot water source from

  683. source water to produce heat. And then
  684. we also have it's basically like a hot
  685. water boiler that in times where
  686. there is too much electricity in the
  687. grid or too much electricity produced
  688. like solar energy at noon or
  689. whatever,
  690. >> we run that hot water boiler that boils
  691. hot water out of the electricity surplus
  692. is used to boil hot water. the hot the
  693. hot water is stored in a in a large huge
  694. storage
  695. >> and then it's feeded into the district
  696. heat system for district heat. So that's
  697. that's one way you can do the sector
  698. coupling
  699. >> to balance out that system. So yeah
  700. in this intermittency of renewable
  701. you are addressing this over offered
  702. of energy transforming it into hot
  703. water in this case and how do you see
  704. the role of storage to
  705. >> storage is very important and there's
  706. like at the moment we store the
  707. energy also putting in different
  708. systems like electricity to heat or
  709. whatever,
  710. >> but it's also going to be very like and
  711. then also in the Austrian system, we
  712. have the pump storage hydropower dams in
  713. the west of Austria.
  714. >> So the grit is balancing out within
  715. Austria with the storage power
  716. plants, but also very important is going
  717. to be the battery storage systems. So
  718. that that's another thing we're looking
  719. at. And very important what we also
  720. do is that that we have like for one
  721. grid connections for a wind farm
  722. >> we also blend it together with a PB
  723. field. So we have a hybrid hybrid power
  724. blend out of wind and photoable dikes
  725. >> and then then we also put a
  726. battery to it. So therefore we can
  727. balance it balance it out perfectly
  728. >> well with the same connection point
  729. >> because what we what we found out is
  730. that wind power production and solar is
  731. not at the same time usually because
  732. because usually there is more wind in
  733. winter and there is less solar in winter
  734. obviously and interesting enough if you
  735. try to look yourself usually in the
  736. mornings and in the evenings there is
  737. usually it's more likely to be windy.
  738. >> Yeah. But at noon at midday usually
  739. when it's very hot it's not very windy.
  740. So therefore the solar production
  741. during the day but also over the year
  742. >> is compliment complimentary the
  743. wind.
  744. >> So that's the first thing how you can
  745. level it out and the second thing is
  746. then with the battery and it's all
  747. feeded in the same cable
  748. >> and that's interesting. It is that a
  749. kind of a pilot that you are planning to
  750. do? We were No, no, we were one of the
  751. first who did it. So, it's already up
  752. and running like we built already
  753. here at the 32nd district in V at
  754. the at one of our biggest PV plants at
  755. the Shaflasa.
  756. >>.
  757. >> that feeds into a grid connection
  758. from a wind farm that we have out there
  759. in Andlastov.
  760. >> There is a there is a wind farm with 9
  761. megawatts of wind power that we have.
  762. >>. The grid connection capacity for it
  763. is 12 megawatts. So there is the 12
  764. megawatt cable and within that 12
  765. megawatt cable we have the 9 megawatt
  766. from the BV plant for from the wind
  767. power in Andler turf but also 17
  768. megawatt of photovolta dikes from the
  769. shuffle host class. It all feeds into
  770. the same grid
  771. >> into the same grid and now we add a 5
  772. megawatt battery to it.
  773. >> Okay. to have a better leveling out of
  774. the system, balancing of the system and
  775. that will be the battery will be up and
  776. running at the end of the year.
  777. >> And then we have a perfect match of that
  778. system here..
  779. >> And another interesting installation
  780. we have is out at Trumau at the south of
  781. Vienna where we have a 10 megawatt BB
  782. plant and a 27 megawatt wind power plant
  783. also feeding into the same grid and
  784. there will be more BV and also a battery
  785. coming to that system.
  786. >>. sorry just to know the
  787. technical details but for how many
  788. hours are the battery storage system
  789. designed? it depends. the first
  790. batteries that we do now are designed
  791. for 2 hours.
  792. >>.
  793. >> but I guess more likely it will go
  794. to 4 hours
  795. >> for some specific reason. Legal
  796. framework.
  797. >> No, it's just that the midday
  798. peak tends to be longer.
  799. >> Okay. To optimize.
  800. >> Yeah. Yeah. It's it's a technical
  801. optimization.
  802. >> Okay. and just the last one but
  803. regarding the permits especially for
  804. the grid connection because you have to
  805. talk with APG in this case. So how is
  806. the permit process to get
  807. this new projects like hybrid projects
  808. >> in the same connection point
  809. >> that's at this level it's not the RPG
  810. it's still a 100 110 KV so that's the
  811. local local grid providers so that would
  812. be Vina or or Nets whatever
  813. >> and that the it's basically it's just
  814. the application process and as long
  815. as they have capac capacity in the grid,
  816. they're obliged to let you in.
  817. >> So, so that's that's not the big deal.
  818. At the moment, what we face is much more
  819. serious issue that new legislations are
  820. coming up. It's the new it's the alv
  821. the electricity law in Austria and
  822. and therefore it's very important at the
  823. moment they have planned that PV power
  824. plants also when they feed electricity
  825. into the grid would need to pay kind of
  826. taxes. No way. That's
  827. >> and also u when you have a
  828. battery storage system, it's very
  829. important. The best case is like it's a
  830. expensive infrastructure that you
  831. build. So you don't want to use it only
  832. once a day at the midday peak for the
  833. photoable dikes to load it.
  834. >> It's also like that that battery could
  835. be loaded like 24/7 load or unloaded
  836. also to balance the grid. And at the
  837. moment legislation is not fully in place
  838. to make that economical feasible
  839. possible because at the moment
  840. unfortunately government is looking
  841. for every kind possible where they can
  842. get money from to solve the budget and
  843. at the moment they big time are reaching
  844. into renewable energies with the
  845. electricity prices and all different
  846. kind of new taxes to hinder that. So
  847. it's it's legislation which is very
  848. complicated to get permits
  849. >> and at the moment it's also getting very
  850. complicated to earn money with it.
  851. >> Wow. This is a like a dejà vu with what
  852. happened in Spain with the
  853. >> the tax to the sun that they call it. So
  854. wow we're going to go deeper into that
  855. but that's for another interview but
  856. it's
  857. >> just going one step back about
  858. what we were talking about the heating
  859. pot. So biomass had played a key role at
  860. EPN and also do you think that the
  861. other countries like let's say in the
  862. more central and eastern Europe they
  863. should prioritize biomass over solar and
  864. wind?
  865. >> It's different things we're talking
  866. about like I say for electricity
  867. production solar wind and hydro or like
  868. hydro wind and solar in that in that
  869. order
  870. >> makes much sense.
  871. >> Yeah. For heat production, I'd say
  872. biomass, wooden biomass and also bio gas
  873. makes sense for heat production.
  874. >> Yeah.
  875. >> For but it's just for large scale or
  876. bigger scale electricity production.
  877. It's a tremendous amount of resource
  878. that you need and it's a amazing effort
  879. in the logistics that you need. So
  880. therefore I would recommend the biomass
  881. for heating and the other sources for
  882. electricity. I would I would keep it
  883. divided.
  884. >> Yeah.
  885. >> Amazing. just some more challenges
  886. about project development. like
  887. the project development never goes
  888. without the transparency and there's a
  889. lot of corrupt corruption risk and
  890. transparency issues that project
  891. developers have to go through. Would you
  892. think that how can people safeguard
  893. their financing especially in
  894. renewable projects and I know in Austria
  895. the system is robust but also like
  896. clean energy is also going into
  897. different markets.
  898. >> How do you face that? Well, it's first
  899. of all, I think it's it's good to stick
  900. with
  901. bigger known energy utilities
  902. >> because like we have our compliance
  903. officers and our own obligations and
  904. it's bigger companies tend to stay on
  905. the legal side because it just doesn't
  906. make sense to go the wrong way
  907. >> because sooner or later the things fall
  908. back on someone. So, so it's always the
  909. it's maybe at the first step it looks
  910. like it's the harder way.
  911. >> Yeah.
  912. >> But it's the longerlasting way to stay
  913. on a legal side and like I would
  914. never do anything illegal or like
  915. corruption wise things because it's it
  916. just makes no sense.
  917. >>. What you rather need to do is that
  918. very often not not by purpose but
  919. sometimes the people you have to do with
  920. do with like mayoras of other cities who
  921. give you the land rights or or or land
  922. owners they basically they don't know
  923. better and then it's in the obligation
  924. of the project developer to tell them
  925. well hey sorry guy maybe you're asking
  926. me for something to do for you in order
  927. to get your land but I need to tell you
  928. what you're asking me for is not legal.
  929. we cannot do that and we are not willing
  930. to do that. So like it's always in the
  931. in the responsibility of the
  932. professional to make the nonprofessional
  933. person aware of the framework we work
  934. in and to stick on the legal side
  935. and I say I see like
  936. it would be too easy in my way to say
  937. well Austria is so good and then there
  938. are all the other countries which are so
  939. corrupt. the world is a little bit more
  940. complicated.
  941. So there are people everywhere
  942. who want to try to optimize their own
  943. system. Let's say it like this and
  944. it's up to you and the project
  945. developer and stay professional and just
  946. do a professional job because that's the
  947. longerlasting.
  948. >> So it's a matter of risk too, right?
  949. >> Yes. It's it's it's a to stay on the
  950. legal side is a is basically a kind of
  951. risk mitigation because
  952. you want to make sure that you have no
  953. not in any case any any illegal or
  954. corruptive things in your environment
  955. because this will this will put your
  956. project into danger.
  957. >> Yeah. Is it different? just one
  958. question on that note especially for
  959. non-EU countries because V energy do
  960. want to get into Balkans so
  961. because they have a different legal
  962. framework and energy communities make
  963. sure that they come on the same level as
  964. EU so there's some regulation changes
  965. that you think that they should do
  966. >> and so that there could be more
  967. transparency
  968. >> basically basically all the EU countries
  969. at the main the main frame framework
  970. nowadays is already done by the EU
  971. anyway.
  972. >>.
  973. >> So the framework is done by the EU
  974. and from the EU it comes down and
  975. like at the end of the day the EU is
  976. doing the framework and the separate
  977. countries need to put it into force. So
  978. so there is basically no way around it.
  979. >> Okay. But and also one more thing about
  980. that thing with corruption and stuff or
  981. maybe like going looking at other
  982. countries also think about this way
  983. like
  984. things are changing very quickly.
  985. >> So if you would would do some things
  986. with one person in politics which are
  987. not 100% correct. probably these persons
  988. these people maybe are not there anymore
  989. next year or the year after and then
  990. then you lost time and money and
  991. resources so it's better to stick to the
  992. official way and walk it through
  993. and have a more sustainable result.
  994. >>. and regarding the challenges to
  995. in the development side
  996. >> just to come back with the case that Ro
  997. mentioned of this wind power plant who
  998. took 13 years to get approval and it
  999. was approved this year.
  1000. >> how was that process for bean energy?
  1001. What happened? What were the learnings?
  1002. It's it's basically it's a it's a long
  1003. column of legal issues that we
  1004. have that basically first of all like
  1005. when you have starting with the idea of
  1006. a project okay you have the idea you
  1007. want to do a wind farm perfect nice then
  1008. you go to a certain area and say well I
  1009. want to do it here because it looks good
  1010. there's and then you want to make sure
  1011. that there's enough distance to house
  1012. things of other people that you don't
  1013. have any issues with noise emissions or
  1014. whatever and then You start like be
  1015. before you even hand in for the
  1016. permitting
  1017. >> you need to do more than at least two
  1018. years of ecological survey in that area
  1019. to make sure that that there is no e or
  1020. that you have the
  1021. >> that and they have a sound database
  1022. of all the ecological issues and
  1023. all the things. So you need to have two
  1024. or three years only to provide all the
  1025. the necessary material to hand in for
  1026. the approval process.
  1027. >> Two three years.
  1028. >> Yes.
  1029. >> Okay.
  1030. >> That's that's two to three years that
  1031. you need to do a survey of counting all
  1032. the birds, counting all the bats,
  1033. looking at all the plants and all that
  1034. stuff. So that's already the first
  1035. thing. Then you hand in for the
  1036. permitting process and then authorities
  1037. again usually take about one year to
  1038. look at the papers because it's a lot of
  1039. paper. It's like it's it's the when
  1040. you print out all the papers you need
  1041. for environmental assessment in Austria.
  1042. It's it's a whole van. It's not the
  1043. minivan. It's a van. It's a van full of
  1044. paper.
  1045. >> So that's people need to go through
  1046. that.
  1047. >> Okay. and then you have all that
  1048. permitting and then at that stage
  1049. in lower Austria they came in a zoning
  1050. process where where the authorities of
  1051. lower Austria said well we don't want
  1052. wind farms anywhere anymore we do a
  1053. zoning where you want to have it
  1054. >> and that zoning process took another 3
  1055. years so that's the first six
  1056. years already gone
  1057. >> okay
  1058. >> so then you end up you have your
  1059. project in that zone with the zoning
  1060. process. You do the environmental
  1061. assessment and after six, seven years or
  1062. something, you get your your
  1063. approval. Hooray.
  1064. >> Agreed.
  1065. >> Perfect. And then comes a project
  1066. opponent and says, "Well, but I think
  1067. there's something not done correctly and
  1068. I put you to court because I don't
  1069. believe that your ecological survey is
  1070. correct." And there's got to be I
  1071. think there is that bird or or maybe
  1072. it's not there but it could be there
  1073. potentially.
  1074. >> So another two years at court at court
  1075. to prove that the bird is not there and
  1076. it also will not come.
  1077. >> Okay,
  1078. >> that's another two years gone. So then
  1079. okay we are about 8 years in the field
  1080. and then the windmill the wind the
  1081. product to produce the electric the
  1082. electricity the windmill is not
  1083. available on the market anymore.
  1084. because market development is very
  1085. quick. So every 5 year years usually a
  1086. new types of wind farms wind power
  1087. plants come out and the old ones are
  1088. gone.
  1089. >> Yeah.
  1090. >> Okay. So then you have a permit but
  1091. no no power plant anymore to build
  1092. there. So you start again to change the
  1093. permits to all the things that are
  1094. available in the market. Now, same thing
  1095. again. Go to the authorities
  1096. >> again to
  1097. >> count the birds, count update the birds
  1098. >> and all of a sudden 13 years are
  1099. gone.
  1100. >> Oh wow. Well, this year finally
  1101. >> well now we build it.
  1102. >> Okay. But there must have been
  1103. also as you said in between there was a
  1104. case about if the ecological survey has
  1105. not been done thoroughly and so the
  1106. role of community but how can
  1107. utilities can design some projects where
  1108. taking consideration of communities and
  1109. taking more environmental people in
  1110. consideration and
  1111. >> to be honest I need to say I think
  1112. it's very important that that you do the
  1113. ecological study and all that
  1114. professional and that no nobody of us
  1115. wants to harm any any birds or whatever.
  1116. Yeah. But at the moment the legal
  1117. situation in Austria is that anybody who
  1118. claims to be an NGO can can step can put
  1119. you to court and I think this is going
  1120. too far. like I think the rights of
  1121. of different parties to interfere your
  1122. project is going ways too far because
  1123. >> in Europe obviously we have a we
  1124. have an energy issue, we have a climate
  1125. issue and all that stuff and still still
  1126. people can block you at court for years
  1127. just saying we think you didn't do it
  1128. right. So I think that that also the
  1129. the
  1130. possibilities for third parties to
  1131. interfere with your project should be
  1132. limited at some step because after
  1133. several years of environmental
  1134. studies and several years of official
  1135. governmental approal approval process at
  1136. our situation in Europe and in Austria
  1137. now with the electricity demand and the
  1138. climate change. we should say after a
  1139. few years, okay, this is approved now.
  1140. Let's keep it like this and do it and
  1141. step forward.
  1142. >> I wanted to ask you something
  1143. >> that I'm personally curious about, which
  1144. is the retrofit of coal power
  1145. plants especially in this region.
  1146. >> So, what is your vision about it? What
  1147. would be the best practices to
  1148. do it? And yeah.
  1149. >>.
  1150. >> The best practice for a cold fired ball
  1151. plant is to take it down with a
  1152. caterpillar.
  1153. >> But can we reuse like to make a retrophe
  1154. to
  1155. >> No, I don't think so. No, because it's
  1156. I know that this has been done with
  1157. I think it at some power plants it
  1158. has been done with to use it for
  1159. pellets
  1160. >> but that used to be coal fired power
  1161. plants for brown coal which is the
  1162. dirtiest coal
  1163. >> and to change one like it's still
  1164. you would need to put so much investment
  1165. into it to have the correct filters and
  1166. everything in place and still it's a
  1167. very inefficient power plant. This is a
  1168. technology with like 20% efficiency like
  1169. in the year 2025.
  1170. >> It's a it's a it's a waste of resource
  1171. to run a power plant on 20% of
  1172. efficiency just because it's there and
  1173. old. So I think old power plant should
  1174. be put down old and have a new one
  1175. like if you want to use biomass build a
  1176. new power plant using biomass but build
  1177. an efficient new one. So that that's the
  1178. one of the biggest impacts and always
  1179. make sure that you use electricity and
  1180. heat because all that old coal power
  1181. plants they don't use the heat as well.
  1182. So, so you would have an old unefficient
  1183. power plant using valuable resource of
  1184. wood just for electricity production.
  1185. So, that's that's not state-of-the-art
  1186. energy consumption. So, build a new one
  1187. that uses electricity and heat and make
  1188. it efficient.
  1189. >> Okay. So, this 20% of efficiency to
  1190. generate electricity, the rest 80% is
  1191. almost heat.
  1192. >> Yeah. It's it's it's lost. It's gone.
  1193. It's it's blown in the air
  1194. >> and it could be used. Well, well, you
  1195. could you could have a usually with a
  1196. more efficient engine, you can dimension
  1197. it way smaller. You have it smaller, you
  1198. need less resource, you use electricity
  1199. and heat, and you end up at the end of
  1200. the day like with 85 or 90% efficiency
  1201. efficiency and that's what we need to
  1202. aim for.
  1203. >> Okay. So, no retrofit for coal, just
  1204. two.
  1205. >> No.
  1206. >> Okay. I like it.
  1207. >> Coal is gone.
  1208. >> Cool. So Herbert going from the old
  1209. outlook to the future outlook
  1210. >> what emerging tech that you think
  1211. because energy transition is a is a long
  1212. goal it will go on for next two
  1213. decades what emerging tech that you see
  1214. coming up in the next years
  1215. >> I'm not sure like I think we
  1216. will we will need maybe not emerging new
  1217. technologies but I think it's optim
  1218. optimization and a new
  1219. steering of and balancing out of the
  1220. whole system. That's like that's what
  1221. will make our system more efficient and
  1222. better for the next years. So because
  1223. the technologies basically the
  1224. technologies are in place already like
  1225. like we have we have wind water, hydro,
  1226. we have geothermal, we have hydrogen
  1227. that that's all already there. There's
  1228. nothing new anymore.
  1229. >> Yeah.
  1230. >> But now we need to facilitate it. We
  1231. need to scale it in bigger scale and we
  1232. need to level it out so that it's most
  1233. efficient use.
  1234. >> Yeah, actually we didn't we haven't
  1235. asked for hydrogen. What is the bean
  1236. energy vision with hydrogen?
  1237. >> Well, I'm I'm not an expert on hydrogen.
  1238. So, so it's better to talk to the
  1239. hydrogen experts.
  1240. >> Okay.
  1241. >> I think there will be use for
  1242. hydrogen. The hydrogen will come. The
  1243. challenge will be to get enough hydrogen
  1244. and get it out of renewable sources.
  1245. >> Yeah. like green hydrogen with all the
  1246. rainbow
  1247. >> but the green is the
  1248. >> the good one. Okay.
  1249. >> Interesting.
  1250. >> And yeah and we are in a big challenge.
  1251. Energy transition is set to 2050, right?
  1252. >> So would you have some advice for new
  1253. professionals who it's who are
  1254. getting into this this field?
  1255. >> Yes.
  1256. >> They may be stick to your dream. Do it.
  1257. It's very interesting. It is challenging
  1258. but go for it and do it and don't let
  1259. other people tell you like there is
  1260. every day you need you meet 10 people
  1261. who tell you what's not possible stick
  1262. to the one who says I believe in you

  1267. were telling about that you started MS
  1268. renewable energy system way later
  1269. after having so much experience so like
  1270. that people can the barriers to come
  1271. into renewable energy sector is not that

  1273. lot of people young professionals
  1274. they don't want to come into it. So do
  1275. you have some also advice for them that
  1276. the barrier is not that high? They just
  1277. need to put
  1278. >> Yeah, it's it's not that high and don't
  1279. make it too complicated. Just go on the
  1280. website of one of the wind turbine
  1281. manufacturers. They have all videos
  1282. about tech their technology. look at one
  1283. of these videos and after 10 minutes you
  1284. will realize okay I can do that this is
  1285. understandable for me.
  1286. >> Yeah.
