  3. to be in Slovakian Parliament with Carol
  4. Galik. Thank you very much for
  5. having us today.

  8. >> Yeah. and to talk about what is
  9. happening here in Slovakia. For sure,
  10. we're going to be in a bit in a
  11. politic way
  12. >> and you were in the middle of the crisis
  13. being ministry, minister and so
  14. yeah, a lot of things to cover. I'm
  15. super excited about this conversation.
  16. So, yeah, welcome.
  17. >> Thank you.
  18. >> Thank you very much. Carol, what an
  19. what an absolute honor first of all to
  20. be here. Thank you for inviting us.
  21. We're looking forward to getting into
  22. like all of your journey of course, but
  23. where did it all start? Tell us about a
  24. bit about your your career and how
  25. did you land up in a parliament?
  26. >> Thank you very much for the opportunity
  27. to be part of this podcast.
  28. I really like this new type of
  29. dissemination of information. we are
  30. now in Slovak Parliament. This is the
  31. place where I'm working now for more
  32. than 10 years. And where the all
  33. started? Well, that's a very good
  34. question., I don't feel to be like a
  35. real politician. I'm more somehow who is
  36. bringing the facts against the
  37. populism. And this is why I been also
  38. the state secretary at the ministry of
  39. economy from 20 20 up to 2022.
  40. just during the energy crisis. but
  41. the way to be a politician or to be a
  42. part of the political way started in
  43. 2009 approximately when I came from the
  44. United States. I was working there
  45. for half a year. I was responsible
  46. for renewables in one company a
  47. European company which was dealing
  48. with renewables in the United States
  49. with wind photovoltaic geothermal as
  50. well. And when I came back with my
  51. wife we started company. we wanted to
  52. do a photoaltike small photo like power
  53. plants for people. Unfortunately,
  54. very soon we discovered this that
  55. this way would be a little bit not
  56. that easy critical. There were many many
  57. obstacles
  58. and my wife one day she told me well
  59. Carl you have to do something that it
  60. will be easy. You have to be a
  61. politician.
  62. >> Well, you have one vote.
  63. >> Exactly. that time one guy called
  64. Riard Soulik he was just founding a
  65. political party a liberal political
  66. party and I asked him if I may join him
  67. he said definitely we need experts on
  68. many many fields and so I proposed to
  69. him my expert field is energy
  70. renewable energy especially and the
  71. journey started in 200
  72. 10 approximately
  73. and but before I came to parliament I
  74. was just
  75. somehow supporting the party
  76. >> actually I really like politics
  77. and politician and please just walk us
  78. through how the we are in the
  79. parliament how does the also the
  80. parliamentary committee works a bit
  81. about Slovakian politics like who are
  82. the who are the players with who and
  83. how is it going currently?
  84. >> First of all, you need to be elected.
  85. So, you have to join all of the
  86. process before the election to go to the
  87. streets to pe to talk to the people and
  88. to really offer them a good
  89. program. Our program was always
  90. always described as the best one
  91. because it was very detailed on many
  92. fields also on the field of energy and
  93. economy as well and as soon as you
  94. are elected you need to decide either
  95. you are in opposition or in coalition.
  96. If you are in coalition you will get the
  97. opportunity to be also the part of the
  98. of the execution. It means to be
  99. at the ministry or state secretary at
  100. the ministry as myself
  101. and if you're in parliament of course
  102. we have 150 parliamentary members you
  103. need to go to every parliamentary
  104. session or to the committee se sessions
  105. we are sitting in the room of the
  106. economy committee now but if you are in
  107. opposition it's very boring because
  108. you can propose whatever you want but
  109. it will be it will never get to be
  110. true because the coalition will vote all
  111. the time against it. If you are the part
  112. of the coalition, it's more convenient.
  113. It's much more better. But to be a part
  114. of the ministry is even even many times
  115. better because the process is much more
  116. faster. If you have an idea, you're able
  117. that the idea is going through to the
  118. realization really not in seconds but
  119. really in weeks or in months. In
  120. parliament it's lasting because the
  121. legislative process is quite long.
  122. You have the first reading, second
  123. reading, third reading, you have the all
  124. of the committees. If you are the
  125. ministry, you are doing the crucial
  126. crucial things. you are deciding on a
  127. daily daily basis and this was also the
  128. time when I went to the ministry in 2020
  129. we started with the energy crisis
  130. >> co with the stop of Russian gas
  131. >> Slovakia before was at 100% dependent on
  132. Russian gas and suddenly
  133. the Russia started the war with the gas
  134. actually they just stopped to fill all
  135. of the gas stories in Europe from one
  136. day to the another and they made the
  137. pressure on the market and the price of
  138. gas and electricity went really rapidly
  139. very fast up and we were focusing the
  140. question where to find another source of
  141. gas.
  142. >> Slovakia is the second most gasified
  143. country in Europe. you will have the
  144. connection to gas to really every
  145. build building in Slovakia. The first
  146. one on that time was Netherland
  147. Holland and the consumption of Slovakia
  148. is like was 5 billion cubic meters a
  149. year and this is amount which you are
  150. not able to replace from one day to the
  151. to another.
  152. But we had a really good people
  153. behind us, really good experts and it
  154. went really very fast that after the
  155. energy crisis started, we were able to
  156. cover to cover 70% of all of the
  157. deliveries from Russia by another gas
  158. from other source.

  160. >> The Russian gas was still flowing.
  161. Sometimes this, sometimes not. And on
  162. the same time we had already contracts
  163. for 70% of this amount with for LNG from
  164. United States or
  165. the gas from Norway.
  166. >> Wow. You went immediately to the you're
  167. very politician to talk about but I just
  168. wanted to highlight why we are here
  169. today with you because you have a
  170. technical background. We can feel it.
  171. And just to mention that you have a PhD
  172. in geothermal and also you made the same
  173. master program than us in renewable. So
  174. just to highlight that you are a
  175. technical person in the in the
  176. parliament. So just to know we
  177. can go deeper into this period of crisis
  178. being economy minister but how is
  179. to have conversation with politicians
  180. because you are coming from a technical
  181. background but with numbers in the table
  182. so you can show them like this is
  183. what is happening. Yeah, this is this is
  184. very good point because politicians
  185. are usually populists. They just need to
  186. get to be known to be on media
  187. and this is not something what the
  188. technicians me are understanding. So I
  189. have still quite issues with all
  190. of the social media and so on. but
  191. after our party came to parliament I
  192. would say also the culture changed a
  193. little bit the people were informed
  194. about the numbers about everything was
  195. behind especially those they are
  196. interested they were listening and
  197. started the discussion with industry
  198. started discussion with the
  199. companies they're delivering or they're
  200. selling the energy refuge and through
  201. my person those information came to
  202. parliament as well. So this was
  203. something what was really necessary and
  204. what was really necessary also for the
  205. second part when I was at the ministry I
  206. was not minister I was state secretary
  207. so second person behind the
  208. minister but responsible specially for
  209. all of the energy questions.
  210. >> Okay. So everything what was going
  211. around the energy was in my
  212. responsibility
  213. and really with the energy crisis
  214. it was the topic number one actually.
  215. >> Yeah. In the ministry of economy
  216. there are different state secretaries
  217. for different topics and you were energy
  218. head for
  219. >> exactly there is the minister and you
  220. have two state secretaries..
  221. >> My colleague the second state secretary
  222. he was responsible for all the economic
  223. questions for the support of industry
  224. for everything was going on with the
  225. economy and I was the one who was
  226. responsible for energy
  227. >> but at the end is super related. Yeah,
  228. it's super related and it's really
  229. making sense because the energy
  230. prices needs to be really kept on a
  231. lower level but especially you need to
  232. have it
  233. >> and this was this was the issue during
  234. the crisis. I told you that we
  235. needed really very quickly to have
  236. some other sources of the gas
  237. >> and I told you that the first LG
  238. tanker came just four months after
  239. the energy crisis started. Just just to
  240. imagine and just just just the
  241. question what do you think how many our
  242. consumption in Slovakia is like five
  243. billion cubic meters of a gas a year.
  244. What it means? How many LG tankers we
  245. would need just to replace this amount?
  246. What do you think? It's a quite easy
  247. calculation. But what do you think?
  248. >> A couple of hundreds.
  249. >> More.
  250. >> It's 50.
  251. >> 50. Well,
  252. >> just 50 because the it's it's like
  253. one compressed LG cubic is 600 cubics
  254. of natural gas.
  255. >>. So if you will divide it and by the
  256. capacity of LG tanker we would need only
  257. 50 tankers a year
  258. >> a year.
  259. >> So if somebody's telling me well the
  260. transport with the LG tankers is not
  261. that environmental friendly I'm
  262. saying well but compare it with the
  263. delivery from Russia where the money is
  264. going. It's a bloody money actually it's
  265. supporting the war. So I would better
  266. choose 50 LG tankers for now. Of course
  267. we need to lower it down and during the
  268. crisis we went by 10% down with the
  269. consumption and there are other options
  270. as well for the future but for now I
  271. would better choose LG from democratic
  272. countries over the gas from bloody
  273. Russia.
  274. >> So that everything happened during
  275. COVID. So everything online coordination
  276. online meetings. So how was to get
  277. into an arrangement with Norway? Why
  278. Norway? And it was through Poland I
  279. suppose. So how was the interconnection
  280. with
  281. >> nation? Actually this pipeline gas from
  282. Norway was coming through Germany and
  283. Czech Republic.
  284. >> Mh.
  285. >> because on that time there was no
  286. interconnector from Poland to
  287. Slovakia. This inter interconnector was
  288. made done and open in 2022 just on
  289. the end of our era at the ministry.
  290. But this was also again a big success
  291. for us because the capacity of this
  292. interconnector
  293. is equal to our yearly consumption in
  294. Slovakia. So we will be actually able
  295. to deliver the gas only from Poland or
  296. through the terminal. So in Poland which
  297. were open first terminals in Poland
  298. were open also only during the energy
  299. crisis but Slovakia is currently open to
  300. all of the neighboring countries Czech
  301. Republic, Hungary, Austria, Poland and
  302. Ukraine as well with those gas
  303. interconnectors. We can ship the gas in
  304. and out through those interconnectors.
  305. We are in the middle. We are in the
  306. middle of all of the gas pipelines.
  307. >> Our prime minister, he's saying, "No, we
  308. are on the end of the pipeline." No, you
  309. have to see the opportunity. We are in
  310. the middle. We can ship the gas from
  311. south to north, from north to south,
  312. from east to west and opposite way. But
  313. of course, there are people they are
  314. just seeing the obstacles and also doing
  315. everything for this and saying no, we
  316. need the Russian gas. their people,
  317. they're seeing it as a option, as a as a
  318. future opportunity for Slovakia.
  319. >> And then it's it's also me and I'm
  320. saying no, we do not need the Russian
  321. gas anymore. We are open country and we
  322. can have the gas from anywhere we need.
  323. >> Yeah. Just just a followup thing on
  324. that. there's also exemption for
  325. Sloven. do you think it's a necessity
  326. then just going on with what you are
  327. saying or is it something that you need
  328. for the transition period
  329. >> in the meaning of Slovenary
  330. it's like following Vienna and they
  331. were dependent on Russian oil because
  332. the technology was able to
  333. to produce all of the old products only
  334. from this Russian middle heavy oil.
  335. Now they're saying we are able to use
  336. also other oils. we need to invest
  337. roughly 200 million euro but if feasible
  338. they already tried another so-cal soups
  339. it's like a mixture of several oils
  340. coming from Azarbaijan from Arabia and
  341. other countries and they're saying yes
  342. we are able to do that we need some time
  343. but what we also need is to have the
  344. opportunity to get the oil and
  345. there's currently on Yamal which is
  346. the pipeline coming through Croatia,
  347. Hungary to Slovakia instead of the
  348. pipeline coming from Russia. This is the
  349. option but there is a bottleneck in
  350. Croatia
  351. which will be needed either somehow
  352. technically rebolt or there is also
  353. another option to put some particles
  354. inside of the oil that the fraction the
  355. the friction is not that big and this
  356. this will also
  357. made feasible to bring more oil through
  358. this bottleneck but again our prime
  359. minister he's unfortunately very
  360. Russia friendly and instead of going
  361. to Croatia or Brussel to discuss about
  362. this bottleneck is better going to
  363. Moscow to discuss how to get more oil
  364. from Russia and this is something what
  365. in my eyes is very very bad. Is there
  366. some kind of fear of coming back
  367. because now since the crisis you
  368. created like a new connections with the
  369. neighbor countries right so these
  370. connections can remain because they are
  371. physical pipelines but is there some
  372. kind of fear of coming back to
  373. >> Russian
  374. >> Russian gas
  375. >> the those connections are for gas
  376. >> with oil it's not that easy there is
  377. only one connection from from Russia
  378. and the second from from Croatia
  379. through Hungary and those are the only
  380. two pipelines for oil. But definitely
  381. I'm always saying we are ready to be
  382. disconnected from Russia because every
  383. liter every drop of oil or every drop of
  384. gas which is coming from Russia and we
  385. are paying for that is financing the war
  386. as well.
  387. >> Yeah. As long as we will finance the
  388. war, this long will the war last..
  389. >> So if we will stop the financing of the
  390. war through oil and through gas on in
  391. that moment the war will end
  392. not immediately but this financial
  393. source for Russia is very important and
  394. I'm really happy for all of the
  395. initiatives European Commission is
  396. doing and all of the terms like 2027 end
  397. of Russian Gaza and everything and also
  398. for the for the oil. But politicians
  399. are like our prime minister or Hungarian
  400. prime minister, they are still going
  401. against it. And this is where the
  402. fear is really bad. But the elections
  403. in Hungary are this year, Slovakia next
  404. year. And I am hoping that something
  405. will change also in the minds of people.
  406. They will understand that Russia is not
  407. our friend anymore.
  408. and we will really join the real
  409. European union not only on a paper
  410. but also with our minds. Just going
  411. forward also you have been very critical
  412. of the lack of transparency for the new
  413. nuclear project that is coming along in
  414. in Slovakia.
  415. >> could you tell us a bit about the
  416. project? What what are the
  417. constraints and why are you so
  418. critical for the project?
  419. First of all, I have to explain that
  420. Slovakia is nuclear friendly country
  421. >> in compared to Austria and this is
  422. because of the history. We have
  423. currently
  424. five five nuclear reactors running
  425. two are inkabun
  426. another one is just shortly before the
  427. start and the Slovak they are saying
  428. well it's it's a electricity we are
  429. having for years there is no there
  430. are no issues with that
  431. >> however in Slovakia I have to be honest
  432. there were two problems with the
  433. nuclear reactor. There is A1 reactor
  434. in Sask Bonit. there was a crash even
  435. two times
  436. >> two people died but it was not that
  437. serious as we saw in Fukushima or
  438. in Chernobyl. the acceptance is very
  439. very high. the share of the electricity
  440. produced by nuclear in Slovakia is 60%
  441. plus. So the production in compared to
  442. the consumption
  443. we are the second strongest country in
  444. Europe in the meaning of the share of
  445. nuclear power after France. That's why
  446. if you are saying about the new nuclear
  447. reactor it has a quite big support in
  448. the in not in the meaning of
  449. politicians but also inside of the
  450. public. It's a not it's not a new
  451. project. This project started already in
  452. 2009.
  453. During our period, we made several
  454. decisions that the project will
  455. continue. We changed the law also.
  456. there was a zoning permitting process
  457. done during our stay at the
  458. ministry. But what happens when our
  459. current government came to the power
  460. that the prime minister he found the
  461. project on the table like almost
  462. ready and he started to think who might
  463. be the one who will deliver the
  464. technology.

  466. >> We are talking about 1.2 gawatt reactor.
  467. There are several technologies available
  468. on the market. the one which is
  469. mostly discussed is the one from
  470. Westinghouse. There is another one from
  471. Framat EDF and the third one is from
  472. Korea. However, the Korea they are using
  473. the same technology as the Americans
  474. and he started just to talk about the
  475. talks. We were talking to Westinghouse.
  476. We decided that the Westinghouse should
  477. be the one who will do it. But I'm
  478. asking why
  479. >> you should make a normal open
  480. transparent process to really put all of
  481. the parameters on the table
  482. >> to talk to the public to talk to the
  483. politicians
  484. and really to have on the end the
  485. best option for us. But this will not
  486. last one year. it is my last several
  487. years but Robert Fitz who is the prime
  488. minister he's in charge now and he knows
  489. that he will be not in charge anymore
  490. >> so he's really pushing very very quickly
  491. for just one technology
  492. >> which should be decided on the end so
  493. this is my fear why I'm saying there is
  494. huge financial risk there is a huge risk
  495. of reputation we know about Hungary they
  496. decided to they decided for a rosatom
  497. without any other options on the
  498. table. Austria was asking the
  499. European Commission if this is okay and
  500. the court of European Union decided no
  501. this was not okay. So we would like to
  502. avoid such a process. There are many
  503. reactors going online in Europe also
  504. in Czech Republic in Dukavani and I am
  505. saying we have to have the transparent
  506. process for everything what is going on
  507. because if on the end of the day if
  508. there will be some questions open
  509. questions still the process will stop.
  510. >> Yeah. And just following question
  511. regarding nuclear because you're a
  512. friendly nuclear country
  513. >> but you also are a renewable promoter
  514. and how is the
  515. lobby from nuclear companies or nuclear
  516. sector to maybe stop a bit to have more
  517. renewables connected to the grid.
  518. >> H very good question. in the
  519. period of 2016 up to 20 there were many
  520. many green projects online. We
  521. started with a bit big big photo this
  522. started actually in 2010. Unfortunately
  523. this process was again not very
  524. transparent.
  525. >> There were many connections for
  526. photovolta given and given to
  527. politicians or friend of politicians.
  528. This is why also renewables got very bad
  529. name. if the people were talking
  530. about renewables, they were always
  531. saying, "Oh yeah, the photo volalt which
  532. was given to a friend of the prime
  533. minister and he is now getting a huge
  534. tariff for it and we are paying in our
  535. electricity bills that he is having
  536. good earnings
  537. in 2016 up to 2020
  538. and again from 2020 to 2022.
  539. we change many laws that it will
  540. be also available renewables so for
  541. the public for the normal people that
  542. the installations will be rooftop based.
  543. we opened the interconnector for
  544. electricity with the Hungary which means
  545. there were again more space to be to
  546. connect more smaller installations as
  547. well and really we did it in 2021 in
  548. 2022 and 2023 there was a huge jump of
  549. such small installations. we released
  550. the process the administration we
  551. made it very easy to be connected
  552. to the grid of course there are DSOs
  553. there saying h it's not not good for us
  554. because of technical reasons but I
  555. saying if it is possible for a huge
  556. nuclear reactor it must be possible also
  557. for small power plants but the lobby is
  558. very big
  559. >> the nuclear lobby nuclear power plants
  560. are in a renaissance in the whole Europe
  561. in the whole world and the renewables
  562. are going somehow to the to the back but
  563. I'm always saying we need to have a
  564. healthy energy mix
  565. >> if we are talking about renewables in
  566. Slovakia we have a lot of photovoltaic
  567. not that much than in other countries
  568. also my role in this whole when I
  569. came from United States we started with
  570. the company there were many obstacles we
  571. founded Sappi Slovak association for
  572. photoaltic industry.
  573. >> This was founded by our small company
  574. with Fonius. Fronios from Austria was
  575. a founder of SAPI. Sappi is nowadays the
  576. biggest organization
  577. for renewables. They have a really
  578. good name and they are present by
  579. every legislative process if we are
  580. talking about renewables or energy
  581. topics as well. But still nowadays
  582. what we started before during our
  583. presence at the ministry was to have
  584. also some wind in Slovakia.
  585. >> Yeah.
  586. >> If if you are coming from Austria to
  587. Slovakia, you can see on the border.
  588. Yeah, that's that's where I was going
  589. because in the train you see a lot of
  590. windmills in the way you cross the
  591. border because it's like 1 hour away
  592. and then it's nothing here and it's the
  593. same wind the same land.
  594. >> Some politicians are saying no the
  595. Austrians they steal the wind from us
  596. and we that's why we do not have any
  597. wind potential. That's of course not
  598. true.
  599. >> the problem is again in politicians.
  600. What do you think? How many windmills
  601. are in Slovakia?
  602. It should be
  603. 10 20 five
  604. >> only five in Slovakia we have only five
  605. windmills very old windmills they
  606. were installed like 25 years back and
  607. the whole process legislative process
  608. or maybe administration of everything
  609. is on the table but still there are some
  610. politicians that are saying it's a
  611. very sensitive topic people are against
  612. it. people are not involved into
  613. those projects.
  614. >> M
  615. >> so many many there are many
  616. initiatives against wind.
  617. >> Yeah. There is another like law
  618. that we heard there was a kind of tax
  619. extra tax for renewables like to
  620. discourage the connection. When was it?
  621. How how was it?
  622. >> It's the G component. It's like you
  623. have to pay to be connected to the
  624. grid
  625. >> but only for renewables
  626. >>
  627. >> for every
  628. >> well you cannot do a law just for one
  629. type
  630. >> but you can you can put inside the
  631. parameters that after woods on the end
  632. it's only for the new and this is what
  633. what what happened so really for example
  634. for photovoltaic it's something it's
  635. it's it's something what what might kill
  636. for the future the renewables or
  637. photoaltic especially that's why we
  638. were proposing that it should be
  639. removed. Hopefully for the future it
  640. would be removed and also this is
  641. some killing point for wind as
  642. well. I'm hoping that if we will be
  643. part of the next government that
  644. we will be able to be more open for the
  645. renewables and renewables. But also tell
  646. us a bit about the potential of where
  647. you think the renewable can be exceeded.
  648. the where the huge potential for
  649. Slovakia and also Slovakia being in the
  650. middle and it has huge potential for
  651. also exporting energy, right? like for
  652. do do you think that the
  653. renewables going along and maybe in
  654. in the future there will be a lot more
  655. renewables coming and then Slovakia
  656. exporting energy because the market is
  657. anyways integrated so you
  658. don't need to consume that but rather
  659. just export it to other countries.
  660. Slovakia is currently
  661. export country for electricity. So we
  662. are really selling a lot of electricity
  663. to the market. Of course it's in
  664. private hands mostly. The biggest
  665. producer Sloans collector is owned by
  666. 34% by the government but we do not
  667. have any management rights. So it means
  668. they are selling the electricity mostly
  669. to the market partially also to the
  670. people directly. This was one of our
  671. steps we did during the crisis that
  672. we made an arrangement with collector
  673. that one part six terowatt hours will be
  674. delivered directly to the people for
  675. lowered price. But the most of
  676. electricity which is made in Slovakia is
  677. available for German companies
  678. also for Slovak as well. for the
  679. for the future
  680. the consumption not only in Slovakia
  681. but in the whole Europe will go up.
  682. >>.
  683. >> Because of heat pumps, because of
  684. electric cars, because of the heavy
  685. industry which will use more
  686. electricity, they will not use anymore
  687. the gas or the coal and the consumption
  688. will go up according to our
  689. calculations.
  690. maybe twice by the year of 2050. That's
  691. why we will need more sources. One hand
  692. nuclear, this is the new nuclear
  693. reactor,
  694. >> but also we will need more renewables
  695. for the peaks as well. So I think the
  696. potential in Slovakia is not only if
  697. you're talking about renewables in small
  698. photo power plants but also in wind
  699. small hydropower plants as well, biogas
  700. as well. So the market is just
  701. waiting just waiting to be found to
  702. be more open and that the barriers
  703. political barriers and administrative
  704. barriers are removed and
  705. we don't need to talk only about
  706. production. Production is what one part
  707. of the whole puzzle on the other hand is
  708. also the consumption..
  709. >> We can make higher energy efficiency,
  710. lower the consumption
  711. to not only by households but also by
  712. the by the industry as well. and
  713. we can also make energy communities.
  714. This is something missing in Slovakia
  715. still. So Slovakia is really still a
  716. country which needs to be found to be
  717. open but something need to be changed
  718. also in the political thinking. Yeah.
  719. And we are going to go into energy
  720. communities. but before that you
  721. mentioned us before recording the
  722. this agreement that you made with the
  723. generators because you were having 1, 000
  724. euros per megawatt hour and it's a deal
  725. to reduce the price for households
  726. and is still ongoing..
  727. >> How was this process and how is
  728. >> the future?
  729. >> During the energy crisis, the prices of
  730. electricity and gas on the market went
  731. rapidly up on the 20 6th of August
  732. 2021.
  733. >> You remember the day in
  734. >> this was this was for us really
  735. something like Black Friday, right?
  736. >> Oh wow. Yeah. The energy of electricity
  737. went up to 1, 000 euro per megawatt hour.
  738. Wow. The gas was like 330
  739. or something. And we
  740. needed to do something very quickly
  741. because households in Slovakia they
  742. have still the regulated price and the
  743. regulated price is calculated by the
  744. market. M
  745. >> you are taking a six month average and
  746. this average is something what what from
  747. which we will calculate the price for
  748. the next year.
  749. >> And we saw that if we will take this
  750. 1, 000 euro from the market for the next
  751. year the price for households will be
  752. like 560 euro per megawatt hour.
  753. >> Wow. And we said like oh oh before it
  754. was 61 and now it should be 560.
  755. So we were checking all of the
  756. options we have on the table and one of
  757. the options was to start discussion
  758. with Sloans collect which is the biggest
  759. producer and we they're producing I
  760. think 70 or 80% of the electricity
  761. which is produced in Slovakia.
  762. Slovakia is producing and approximately
  763. 30 terowatt hours of electricity and
  764. the consumption went down to 26.5
  765. terowatt hours something like that but
  766. before the crisis it was almost equal.
  767. >>.
  768. >> And we started we did the discussion
  769. with we said okay we as a state we
  770. have a share of 34% in your company.
  771. we can have the dividends or you will
  772. give us the electricity and we will give
  773. this electricity to the people.
  774. >> Okay. So this was the agreement we made
  775. time
  776. >> it that's why it was one one third
  777. collector they are producing like 20
  778. terowatt hours approximately we took 6.1
  779. terowatt of it and we give it to the
  780. public through the companies they are
  781. selling the electricity and we said okay
  782. this electricity will be sold for the
  783. same price as it was before the crisis
  784. >> okay
  785. >> and this is still lasting and I'm saying
  786. this is not good anymore because we do
  787. not have the crisis here anymore and
  788. the electricity price on the market is
  789. maybe
  790. 30% higher than before the crisis and
  791. the people are happy that they have this
  792. cheap electricity but on the other hand
  793. there is no pressure
  794. >> real price
  795. >> sorry
  796. >> it's not a real price of the market now
  797. >> on one hand it's not a real price but on
  798. the second hand there is no pressure to
  799. make some energy efficiency
  800. installations. The people are not
  801. willing to insulate their houses to go
  802. for renewables or to go for heat pumps
  803. just because the electricity is still
  804. very cheap.
  805. >> Yeah. Just on that note, you were also
  806. part of the our forum last time and
  807. around energy communities. Where
  808. where is Slovakia right now? Because the
  809. last mile and you already talking about
  810. there's no incentive for people or
  811. there's already some incentive for
  812. people to create energy communities
  813. to be more efficient to get some
  814. connection going.
  815. what is lacking in Slovakia for the
  816. for a robust framework for energy
  817. communities?
  818. >> It was very interesting forum the
  819. last time because everyone was
  820. talking about energy communities in
  821. Austria 6, 000 energy communities in
  822. total and the next question from you
  823. was how many communities do we have in
  824. Slovakia? And I was like oh
  825. two three unfortunately we have a law
  826. which allows to make you energy
  827. community but it's not only about law
  828. it's also about administration about the
  829. bureaucracy and it's about the
  830. regulatory office as well and
  831. unfortunately our regulatory office he's
  832. doing everything for centralized energy
  833. politic
  834. >> and I'm saying no no no we have to
  835. decentralized
  836. as much as possible to make it available
  837. for the people and this is the
  838. biggest fight with fight with our
  839. regulatory office and there are still
  840. many obstacles on the bureaucracy side
  841. and the administration side and we need
  842. to remove it. I hope this will happen
  843. when we will be in the next
  844. government
  845. and this will somehow
  846. create more energy communities. But what
  847. is still lacking it's the dissemination
  848. of information.

  850. >> People in Slovakia they do not know what
  851. is energy community. Unfortunately, they
  852. they are not having enough information
  853. about renewables or how to consume
  854. energy or how to save energy.

  860. >> Why why why we have achieve cheap
  861. electricity? Why are you talking about
  862. savings? We don't do not need to save. I
  863. was telling to our former prime
  864. minister. Well, what you need to do is
  865. the same what the Japanese prime
  866. minister did when was the big disaster
  867. when Fukushima happened. They had on
  868. that time a huge lack of electricity.
  869. There was a hot summer and there was not
  870. not enough electricity for air
  871. conditioning. He was the one who came in
  872. the front of a media. He put his tie
  873. down, the jacket down. And he said,
  874. "Okay, it will be hot. It will be hot.
  875. Not only for you, it will be hot for us.
  876. We are on the same ship. We need to save
  877. and everyone of us need to do
  878. something." The consumption went down by
  879. 20%.
  880. >> And they did it. This is this is the
  881. crucial point what we need to do. And
  882. it's not starting by the people. It
  883. starts by politicians. They are saying
  884. what is necessary. The people are
  885. listening. But if somebody is saying no,
  886. we don't need to save energy. That's not
  887. true. But it needs to come from
  888. politicians, from somebody who is in
  889. charge.
  890. >> Yeah. And just coming back to Rahul's
  891. questions about Islovakian potential
  892. and taking your geothermal expertise.
  893. It's similar with Austria. in
  894. potential with Hungary, but you are the
  895. expert. So what what is happening with
  896. geothermal in Slovakia since you have
  897. like in a gold mine of heat, let's say.
  898. >> Yes. Slovakia is very rich on geothermal
  899. energy. I would say even richer than
  900. Austria, maybe not that rich than
  901. Hungary. But the mining law in
  902. Slovakia is quite obsolate. On one hand,
  903. we are treating geothermal energy the
  904. same way like gold or other stuff which
  905. is inside of the earth. and on the
  906. other hand there are many obstacles
  907. if you are going to the realization of
  908. using of geothermal. you have a quite
  909. long process if you are drilling for
  910. geothermal. There is no real support
  911. >> for drilling of geothermal and using
  912. geothermal.
  913. Yes. Lastly the law changed as well but
  914. still if you are going for geothermal
  915. searching for geothermal there is a
  916. quite big risk because geology is not
  917. exact. Yeah. geology is yeah I think it
  918. will be there you have to search for it
  919. you have to drill for it but on the end
  920. maybe it will happen that the geothermal
  921. is not there or not in or not in that
  922. amount you expect it and that's why it's
  923. very important that this risk is covered
  924. by European funds or somehow by
  925. the state but u we have a really good
  926. places like on the east of Slovakia
  927. there is this kosha basin there is a
  928. project which is on the table for 30
  929. years already. There is also European
  930. financing and hopefully next year it
  931. will be finalized. the potential is
  932. to cover 50% of the consumption of the
  933. heat by the city of Koshit which is
  934. the second biggest city in Slovakia just
  935. by geothermal. Wow. There are other
  936. cities like Galanta which is I
  937. think by oneird covered just by the
  938. geothermal heat. The potential is there.
  939. just need to be opened and supported
  940. >> going forward. We are creating
  941. this bridge and we are very honored to
  942. have you and also the other policy
  943. makers who are very open to talk about
  944. these topics and they also want to go
  945. closer to innovation and understand
  946. how to ease the policym and
  947. regulations for innovation.
  948. You being someone who is a expert on the
  949. subject as well and being in a position
  950. where you can influence the policym what
  951. what is what are the topics that you
  952. find it difficult to tell it to your
  953. fellow MPs or fellow policy makers
  954. about and they just want to do some
  955. popular stuff to lower prices but how
  956. to explain them flexibility how to
  957. explain them other stuff like where do
  958. you feel the challenge? Yeah, energy and
  959. power like
  960. >> Thank you. You're saying that I'm an
  961. expert, but I'm always saying I'm the
  962. guy with one eye but the others are
  963. blind unfortunately.
  964. So at least I'm really trying
  965. to explain them what is actually
  966. green grid balancing how the
  967. electricity is working because
  968. they're thinking that the electricity is
  969. like a watering pipe. They just open it
  970. and it's there. It's it's not true. You
  971. have to you have to produce it. You have
  972. to balance it. You have to bring it.
  973. there is a market international
  974. market for energy they don't
  975. understand that the energy production
  976. must be equal to the consumption
  977. they see one megawatt solar park and
  978. they think that this park will produce
  979. one megawatt all the time. M
  980. >> sometimes you have to explain them
  981. everything about the physics. It's
  982. challenging but it's essential.
  983. Sometimes they are coming to me with
  984. the bill for electricity. Carl what's
  985. this? What's this? Why we are paying for
  986. that? Behind there is a story all the
  987. time. Some of them are listening some of
  988. them are not. But we are on a good
  989. way. before I was the only only
  990. politician who understand the basics
  991. of energy. Nowadays there are other
  992. as well almost every party has someone
  993. like that we are talking together we
  994. are also here at this economy committee
  995. somehow connected we founded also
  996. energy sub commmittee just last year I'm
  997. I'm the vice chairman my colleague from
  998. the coalition is the chairman we had
  999. already one round for discussion with
  1000. the public so it's going on it's going
  1001. forward of course it's lasting the
  1002. energy topic is not that sexy
  1003. in compared to other topics but I
  1004. think we are really on a good way
  1005. >> amazing and going towards our final
  1006. round which we have just installed
  1007. what do you say about nuclear energy
  1008. in Slovakia is it a bridge or is the
  1009. destination of Slovakia Yeah.
  1010. >> it's a bridge.
  1011. >> It's definitely a bridge. I would not
  1012. say to renewables it's a bridge. There
  1013. is something just around the corner. I'm
  1014. sure that there will be cleaner
  1015. technology, more stable technology.
  1016. but we have to cover the time for
  1017. several maybe years. So definitely it's
  1018. it's just a bridge.
  1019. >> Just out of curiosity, but what do you
  1020. do now with the waste from nuclear?
  1021. the waste is stored is stored in on
  1022. one place I cannot say because it's
  1023. also a question of the security
  1024. >> of the state and afterwards we should
  1025. build a depository for the long time
  1026. this depository should be done in60 in
  1027. Slovakia
  1028. however the taxonomy is saying if you
  1029. would like to invest in new nuclear
  1030. or invest into the tech technology based
  1031. on nuclear you have to have it by 2050.
  1032. So we are behind the time I hope there
  1033. will be an option to open the
  1034. question with the European Commission as
  1035. well but currently it's deposited
  1036. it's so-called short period depository
  1037. >> and afterwards will be build a new
  1038. long-term depository for hundred of
  1039. years. Regarding the windmills that you
  1040. can see from here in the Austrian ones,
  1041. do you see it like a closed or distant
  1042. future like?
  1043. >> no. For me is a close future. The
  1044. projects are on the table., the
  1045. legislation is on the table. We just
  1046. need to talk to the people. They are
  1047. afraid of windmills. what is helping
  1048. a lot just to go to Austria and to talk
  1049. to companies they are installing this
  1050. or to go to Brookand delighta to
  1051. energy park there is this wind
  1052. wind mill with this platform for
  1053. visitors
  1054. >> visit yeah super cool
  1055. >> so this is this is something what we
  1056. need to do to the people to explain
  1057. them it's not dangerous and to make them
  1058. to be a part of it
  1059. >> because now it's only about the
  1060. investors in compared to Austria where
  1061. the first wind farm in Brook was
  1062. built helping with the help financial
  1063. help from from public from from people
  1064. living in a brook. It was a consortium
  1065. of farmers and this is what they need
  1066. to understand this energy is helping us.
  1067. It's our energy. It's part of our energy
  1068. community and then it will work also in
  1069. Slovakia.

  1072. interview started, I saw your phone.
  1073. Could you please explain it to our
  1074. community what you're using and why
  1075. you're using it?
  1076. >> Okay. It's it's a it's a phone u it's
  1077. like the displays eing yeah I know
  1078. it's not common nowadays but it's
  1079. helping my eyes and also it's helping
  1080. to have a less distraction for from
  1081. social media because I think this is a
  1082. huge problem for the generation of
  1083. today and they started with my kids
  1084. because they were all the time just
  1085. checking the media Instagram Facebook
  1086. tik talk and I told them it's not good
  1087. for you and it's not good for your eyes,
  1088. not good for your brain. It's it's
  1089. something what do you need to reduce and
  1090. they told me
  1091. father but you are all the time on the
  1092. phone as well. So I decided to go for
  1093. something like that where I cannot check
  1094. my Facebook where I cannot check
  1095. >> be the change what you want to see.
  1096. >> Exactly. Afterwards they saw okay papa
  1097. is not anymore that much on the
  1098. phone. So I offer them you can have the
  1099. same phone as mess.
  1100. >> But it's it's built in Poland you said
  1101. right? Yeah
  1102. >> it's built Yeah. This is this is the
  1103. advantage as well. This is not a Chinese
  1104. phone. It's a phone built in
  1105. Poland and it's working really
  1106. smoothly. I'm happy for that. I am
  1107. having it for four months approximately.
  1108. the battery is lasting for sometimes
  1109. three four days.

  1111. >> But it was it was done by me this
  1112. decision just to show to my kids that
  1113. also nowadays we can be not that much on
  1114. the social media. we can be focused more
  1115. on our daily life.
  1116. >> Regarding the heat pumps, what what
  1117. do you think with the previous how do
  1118. you call it? Pane paneaki panaki pal
  1119. building concrete buildings
  1120. >> concrete buildings. Do you think that
  1121. heat pumps in with that structure
  1122. without insulation it's viable or is
  1123. a waste of money to invest in heat
  1124. pumps? Well, without complex renovation,
  1125. it's not possible. Of course, because
  1126. heat pump you need firstly to do every
  1127. other step regarding energy
  1128. efficiency to make insulation to change
  1129. the window to insulate the roof and
  1130. just afterwards when you did everything
  1131. this before you can install or
  1132. replace the gas stove with a heat pump
  1133. and it is technically viable. It
  1134. happened in Slovakia as well. Also in
  1135. Bratislava there is one block block of
  1136. houses like this made in the communist
  1137. socialist era made of concrete. They
  1138. made everything before and they are
  1139. heating now heated now just by heat
  1140. pumps. They put photo on the roof.
  1141. beside it's the heat pump and they
  1142. really really lowered the consumption on
  1143. the lowest levels possible. It's
  1144. feasible.
  1145. but you need really firstly to do
  1146. everything before
  1147. >> first to reduce then to clean
  1148. >> the energy you are not consuming is
  1149. the cheapest energy and this is also
  1150. regarding not only electricity but heat
  1151. as well.
  1152. >>.
  1153. >> Yeah. And politicians like big budget
  1154. project. if you have 1 billion to
  1155. invest in a in a project in Slovakia
  1156. to accelerate energy transition to
  1157. accelerate deployment what what kind of
  1158. projects you will take upon
  1159. >> I was talking about energy efficiency so
  1160. definitely insulation energy efficiency
  1161. this is something what we really need
  1162. the cheapest energy is the one we are
  1163. not consuming it's also the most
  1164. environmentally
  1165. friendly and also the most secure
  1166. because we are not delivering it from
  1167. other third countries like Russia. We
  1168. are not sending money bloody money to
  1169. Putin and this is really very
  1170. important firstly to reduce our
  1171. consumption and then to think how to
  1172. produce the energy in the second step.
  1173. So definitely energy efficiency at first
  1174. >> and I and I want to ask you like who
  1175. drinks more beer slow art people or the
  1176. Czech people
  1177. >> check
  1178. people this is according to the statist
  1179. statistics I read before we are
  1180. somehow mixed wine and beer half
  1181. >> and if you could choose a person to
  1182. drink a beer with would you prefer
  1183. like an Austria green politician or a
  1184. Slovak high CEO to talk about energy.
  1185. >> This is a tricky question and I will
  1186. give you a tricky answer.
  1187. >> I would better choose
  1188. a CEO from a really heavy industry
  1189. company because it is very easy to talk
  1190. to somehow who has the green thinking.
  1191. I'm the I have the same we are using
  1192. the same words. we are speaking
  1193. the same language but those people
  1194. are very open. You can talk to them
  1195. freely. you can visit them freely.
  1196. You have everything online
  1197. and they are also publishing their
  1198. thoughts u without any obstacles.
  1199. On the other hand, you have heavy
  1200. industry, someone who needs the energy
  1201. and behind it there are many many
  1202. numbers, many technical background
  1203. informations and this is something what
  1204. is really closed. So I need to know
  1205. also from the other side what is
  1206. really necessary how to keep them alive
  1207. because this is also about economy. I'm
  1208. still a half politician. So I really
  1209. need to talk to both parties to the
  1210. green ones. I'm open. I'm talking all
  1211. the time. But the other side is also
  1212. important.
  1213. >> So you take both beers.
  1214. >> I'm not the drinking. but if it
  1215. will be a non-alcoholic beer,
  1216. definitely.
