  14. introduce yourself. Please tell us about
  15. yourself and, a bit about your
  16. journey.
  17. >> yeah, my name is Floren Maringa. I'm
  18. the managing director of the Austrian
  19. Wind Energy Association.
  20. My journey., I
  21. >> Yeah. how you came up with the energy
  22. sector from the school like what you
  23. studied interest.
  24. >> Okay. I think the fun thing is my
  25. first touch with energy was I my my
  26. father was among other things he was he
  27. was a coal merchant.
  28. So he traded coal and one of my first
  29. experiences was delivering coal with
  30. my father.
  31. >> Wow. It was my first touch with
  32. seven I think six or seven years with
  33. with coal as yeah energy. So I might be
  34. the last person in Austria delivering
  35. coal to people for heating and stuff.
  36. >> Wow.
  37. >> For houses.

  40. >> But it's but no to be serious. I think
  41. the I started the whole thing the
  42. energy thing I think 16 or 17 years
  43. ago in my in my hometown when people
  44. there was a was a community
  45. or citizens movement. we started
  46. building some energy around
  47. passive household
  48. tikes bike lanes and stuff like that.
  49. And one of the projects was a wind park.
  50. >> And then I f was co-founder of one I
  51. think one of the first pro- wind citizen
  52. movements in Austria in my hometown.
  53. And this led me through to the wind
  54. energy association.

  57. >> where where was your hometown?
  58. >> Near Vienna. Near Vienna. Small town
  59. 4, 500
  60. citizens or so. and but there was a
  61. potential for don't know 20 24 wind
  62. turbines or so in the region. So quite
  63. nice
  64. >> then I started I started in the wind
  65. energy association as an expert for
  66. energy policy.
  67. and after that I was managing
  68. director of the Austrian renewable
  69. energy association. So for all
  70. renewables
  71. >> and I think that was the path to the
  72. ministry.
  73. I was then senior adviser for the
  74. minister for climate action Austria and
  75. after that I started together with two
  76. colleagues one of the first Austrian
  77. climate institutes context
  78. and at that time I was also asked if I
  79. want to be the managing director of the
  80. Austrian wind association and then I
  81. started the job I have at the moment
  82. so it was a full circle let's say 180°
  83. >> I don't think that I'm delivering
  84. coal again So it was not really 300 360°
  85. but nearly.
  86. >> But you are delivering energy.
  87. >> Energy. Yeah. So yeah, basically it's
  88. 360

  94. into associations and wind association
  95. solar association what what is the
  96. current role for IG windcraft that
  97. it's that the role of the association
  98. as a whole and for IG windcraft and your
  99. role in it
  100. >> I think
  101. we are trying to shift the focus
  102. stronger because the oldfashioned way of
  103. doing yeah lobbying let's say
  104. trying to push policy makers to make the
  105. right decisions to make to be more
  106. progressive and stuff like that and I
  107. don't think that this is a future proof
  108. concept so we try to do more advocacy
  109. more groundwork like preparing documents
  110. and studies and guidance for policy
  111. makers what has to be done and what can
  112. be done it's not pushing for 180% but
  113. pushing for 100%.
  114. and doing this advocacy
  115. is
  116. I think it's very important. but it's
  117. not very common at least in Austria. So
  118. in Austria we have an let's say I don't
  119. think that we have a good democratic
  120. culture of discussion. So usually
  121. discussion is seen as very hostile in my
  122. opinion and I think that's wrong because
  123. discussion is very important and we have
  124. to discuss more and we have to make have
  125. to have I think more conflict
  126. >> but like being more respectful in the
  127. conflict we have different opinions and
  128. that but you don't have to be in the
  129. trenches
  130. >> fighting against each other but having a
  131. conflict is I think it's neutral.
  132. >> Yeah. I heard this quote of someone
  133. smart in the past that say the goal of a
  134. discussion it wouldn't be to defeat your
  135. enemy but progress.
  136. >> Yeah, that's the that's the whole point
  137. is very good. Yeah.
  138. >> Yeah, you can take it if
  139. >> Yeah, I think of course I take it.
  140. >> Yeah. So with all the lobby that you
  141. do and discussion and promoting
  142. renewables what is the role of wind
  143. energy in energy transition and to
  144. reach the goal of being carbon
  145. neutral for 2030 of or 40
  146. >> I think
  147. the role of wind energy you can see you
  148. can see it in the charts if you
  149. if you
  150. if you go fast forward forward 2040 or
  151. so you can see that the electricity mix
  152. in Austria is could be could be
  153. >> I would say is let's say 50%
  154. hydropower and 50% PV and wind
  155. energy. So wind energy PV together are
  156. the new hydropower and I think in the
  157. whole thing of course hydropower is the
  158. workhor workhorse and storage part
  159. but the new workhorse is of course
  160. wind energy and that's the role
  161. because when we have the we have two
  162. three three and a half thousand full
  163. watt hours that's quite nice in the
  164. energy system. So wind energy is the
  165. workhorse of this let's say 25 to 30
  166. maybe 40% of the energy mix we will see
  167. the potential is quite high. if
  168. we if we use 2% of our land we can
  169. produce as much electricity as we
  170. consume at the moment a little bit more
  171. at least
  172. >> 2% of the
  173. >> 2% of the whole land. So it's not very
  174. much., of course it's hypothetic.
  175. >> Don't be afraid. But it's it's
  176. >> a nice a nice relation that you can you
  177. can see that you don't need much to
  178. produce a lot of energy.
  179. >>.
  180. >> And if you could also tell us about
  181. the wind energy in the energy mix of
  182. Austria. What is the current?
  183. >> Yeah. At the moment we are at around
  184. let's say 15 to 16% of the whole energy
  185. production is coming from wind.
  186. >> Mh.
  187. >> And
  188. as a rule of thumb we say that we can
  189. achieve 20 to 25% until 2030.
  190. At the moment we have around
  191. 4, 200
  192. megawatt installed and 2 thou 1, 200
  193. megawatt ready to build theoretically.
  194. So it's yeah it's a lot but in order
  195. to get that it's the long way of
  196. putting the connection day of a
  197. project plan it takes a lot from the
  198. >> raification so there is this need of
  199. electrify to electrify more
  200. install more renewables
  201. >> but then is the like the speed trap
  202. >> right like we need to speed up
  203. >> to install soon But there is this
  204. developing part to get the permit. We
  205. heard about this project that took 13
  206. years for being energy for example.
  207. >> how do you see the permit process
  208. and how it
  209. >> it could be improved or accelerated?
  210. >> yeah that's a pain point.
  211. I think the let's say average on
  212. average you need seven years from from
  213. start of a project the administr the
  214. administrative process to the end when
  215. the turbine is installed and 7 years is
  216. a long time yeah there are the outlaw
  217. with 12 years 13 years they exist on
  218. average it's 7 years and Germany
  219. in the last governmental periods,
  220. Germany achieved a lot of progress.
  221. They have the whole time. I think they
  222. they are now
  223. they're now ready after 3 years, four
  224. years or so. Wow.
  225. >> Quite fast.
  226. >> And what they did was first they made a
  227. law where they said all federal
  228. states have to
  229. do some zoning. So there have to be
  230. zones where the where permitting is
  231. faster
  232. >> and then they speed up speeded up as
  233. well the whole legal framework
  234. >> and of course they staff the authorities
  235. because we always discuss about yeah
  236. changing the legal framework, adapting
  237. the some laws and stuff like that.
  238. But at the end what you need for the
  239. whole thing is you need more people as
  240. well in the in the authorities in the
  241. bureaucracy because if that the file of
  242. paper is getting larger you need people
  243. >> to work on that.
  244. >> So we need zoning in Austria as well.
  245. there's not enough pro progress at the
  246. moment but we need more zoning more
  247. security. Soning means security for
  248. everybody not just for the investors but
  249. also for the people and also for the
  250. industry and the grid operators.
  251. Everybody knows then where it would be
  252. possible where you can build where you
  253. can't build and the clarity is much
  254. higher and this makes everything cheaper
  255. because security is derisking.
  256. then of course you need the laws and
  257. we're waiting for the respective laws.
  258. and of course also for the
  259. discussions about the laws because you
  260. need a lot of insight in how the whole
  261. permitting goes and how yeah how the
  262. how it works how the machinery works
  263. >> and there have to be more discussion. We
  264. don't have the discussions at the moment
  265. and that's that's really a problem. And
  266. then as I said and this has this step
  267. has not to wait for laws but you have to
  268. be very careful that you need the people
  269. at the authorities at the courts to
  270. to be faster to have more people working
  271. on this whole building project
  272. >> and I don't know why they are waiting
  273. for that. You can do it at any moment
  274. every time.
  275. >> And if you could just walk us through a
  276. standard
  277. >> project, what kind of permitting
  278. process that a project would have to go
  279. through? What kind of nodes that exist
  280. right now? So you said let's say
  281. there's a new project coming up.
  282. >> if they come to IG Wincraft, they
  283. does it help them to make the process
  284. seamless and how do you help them?
  285. the one thing we do is we
  286. bring together all stakeholders.
  287. So we try to connect them that
  288. they can
  289. they can exchange their experiences and
  290. learn from each other. The other thing
  291. is that we try to go out to the
  292. permitting authorities
  293. to give them feedback what they can
  294. promote and what is a problem
  295. and we try to streamline the yeah nearly
  296. everything. So we try to gather all
  297. the people working on that streamline
  298. the guidances documents they prepare
  299. the studies and stuff like they have
  300. to prepare for the permitting
  301. so that everything is yeah more
  302. fluent and the other thing is we do
  303. heavily is communicating because I in my
  304. view in the end everything is
  305. communication so we try to do more
  306. communication transparent And there's
  307. nothing there's no hidden agenda,
  308. nothing. We try to be extremely
  309. transparent. We try to be very very
  310. pushy in distributing all information
  311. needed. What we see is at the moment
  312. for example that more than let's say
  313. 80% of the people are pro wind energy.
  314. >>.
  315. >> But 70% of the people if you ask them
  316. what they need most they all say
  317. information. So we try to fulfill this
  318. this need
  319. >> 70
  320. >> 70%. Yeah.
  321. >> Wow.
  322. >> So it's it's nice because people are
  323. proy and they say yeah but I need I need
  324. information. I want more information. I
  325. want to know about that. I have
  326. questions. That's nice. So that's what
  327. our main task is in my view
  328. communication.
  329. >> And you mentioned that the current
  330. current percentage is about 15 and it
  331. could actually increase up to 25%.
  332. that's almost doubled that in the
  333. next five to six years that has to be
  334. done.
  335. >> How many of the projects that new
  336. projects that are coming up that you see
  337. in Austria currently?
  338. >> at the moment we have 1, 200 megawatt
  339. nearly ready to build.
  340. >>.
  341. >> In different stages, but nearly ready to
  342. build in the next let's say three three
  343. years. and this will lead to around
  344. 20% or so.
  345. >> Okay. So we can there's it's not far
  346. away the 25% we can see we can see
  347. it on the horizon.
  348. >> And how do you think that influ
  349. influence
  350. that Austria has nine regions and every
  351. region has their own
  352. >> legislation? So how is the permitting
  353. process having
  354. nine different frameworks?
  355. >> Difficult.
  356. >> Yeah. How do you address it?
  357. >> Yeah. challenging, not difficult.
  358. Challenging. Everything is a challenge,
  359. not not a problem., yeah., it
  360. I think it's
  361. standard sentence.
  362. It's doesn't make it easier. Yeah.
  363. At the moment, there is some kind of
  364. streamlining coming from the European
  365. Union with the renewable energy
  366. directive where it says the federal
  367. states have to do some zoning. Some
  368. federal states already have a zoning by
  369. law. They should also pass various
  370. various laws where the where the
  371. accelerate their permitting process. I'm
  372. not sure if they all are doing it. If
  373. they find ways other ways to
  374. accelerate it, it's fine for me. But by
  375. law they should they should put in
  376. place some kind of legislative framework
  377. with zoning which accelerates heavily
  378. u the renewable energy directive calls
  379. them. Yeah, at the moment we see
  380. activity in all nine states. Of course
  381. in different let's say stages like
  382. there are major markets like lower
  383. Austria, Burgundy Sisteria they have
  384. wind power they have a lot of experience
  385. the people there the
  386. administrative body has experience
  387. knows what what is wind and what is not
  388. >> easier is a bit easier
  389. >> that's easier that's easier and you can
  390. people know it already they know what
  391. they can ask and what they get and what
  392. is not necessary and in other federal
  393. they have to learn It's
  394. >> of course because they don't have the
  395. experience. They don't know what is a
  396. wind turbine, what is a diff how
  397. different wind turbines work. So they
  398. have to learn everything newly and
  399. that's yeah it doesn't make it easier.
  400. But when we talk to the civil
  401. servants, we see that they a lot of them
  402. are very progressive and very
  403. progressive energy transition mindset.
  404. That's fine.
  405. And do you see in out of all the nine
  406. provinces any province which can set
  407. best practice examples?
  408. I think the interesting thing is of
  409. course then the whole federal
  410. state thing is not really accelerating
  411. anything.
  412. >> But on the other side they all have
  413. examples what went good or bad. So in
  414. the end everything could learn from from
  415. each other at least. in Turo for
  416. example there is no wind turbine.
  417. >>.
  418. >> But they did some things recently in
  419. their energy laws which can be very
  420. accelerated accelerative for the
  421. permitting process. That's nice. So
  422. other federal states could learn from
  423. that. On the other side of course like
  424. lower Austria Bunga and Austria they
  425. have a lot of experience in zoning.
  426. how to do zoning what test
  427. what are the things you have to be
  428. careful about and what is not that
  429. important. For example, of course,
  430. there's always an issue with birds
  431. >> and but not with all birds. So, if you
  432. have experience which birds are
  433. sensitive and which are not, it's much
  434. easier. But if you start from scratch
  435. and you think you have to watch for all
  436. birds might be difficult. It's a very
  437. easy example, but it's like that. And
  438. are there just like a curiosity question
  439. but are there some NOS's as well that
  440. has to be taken permission from or like
  441. maybe land activist or climate
  442. activist that you
  443. >> usually wind usually wind energy
  444. projects are very communicative
  445. >> so
  446. I'm not sure why it is like that but I
  447. don't know any infrastructure project
  448. with so strong ties to communications
  449. and stakeholder invol involvement. I
  450. don't know any
  451. maybe it's because it's a landmark,
  452. it's it's it's a
  453. landmark period. So of course people are
  454. discussing about it. You can see it from
  455. everywhere and so by definition
  456. something you can discuss about maybe
  457. that's the reason. I think that's the
  458. reason. so usually stakeholders
  459. are all stakeholders are involved. There
  460. are a lot of discussions and as I said
  461. before discussion is not the for me
  462. discussion is good.
  463. >> We tend to we tend to be very negative
  464. on discussions but I think discussions
  465. are good. Usually we and my members
  466. talk with everybody and try to find ways
  467. with all stakeholders to find a
  468. progressive way into the future
  469. depending on who's active in the
  470. respective region.
  471. >>. And you mentioned before the change
  472. of law. So we got into the topic that
  473. recently it was approved a new law here
  474. in Austria about the electricity law
  475. that you call it. you were part of
  476. the discussions. So we are very grateful
  477. to have you here with a fresh
  478. impression. So if you could share
  479. with us
  480. >> what is this law about? What are the
  481. main changes and how do you see it for
  482. the future? M
  483. yeah the basic
  484. idea from the law the electricity law
  485. is very good and I think let's say
  486. 80% of the whole law are good
  487. of course it's always a long pro process
  488. because it's very complex
  489. >> and the whole liberal
  490. liberalization of the energy market led
  491. to
  492. a very large ecosystem of different
  493. stakeholders with very different views.
  494. >> More competition.
  495. >> More competition. Yeah. More
  496. competition. Yeah. And of course
  497. old ties and of course power
  498. is not as
  499. let's say
  500. unequal
  501. distributed anymore.
  502. >> Okay.
  503. >> So the whole the whole law does more
  504. equal distribution through the
  505. stakeholders. So for example there is
  506. it's not like 10 years ago all the major
  507. power in the energy system came from the
  508. grid operators.
  509. >>.
  510. >> So they lost a lot of power a lot of
  511. it got more transparent. It gets more
  512. transparent because there is more more
  513. information in the market. You have more
  514. access and more rights to get the to get
  515. >> data and information. And that's for me
  516. very important because it's like it's
  517. this legal security we need
  518. and so it's breaking up silos in general
  519. more digitalization more rights to
  520. different for different stakeholders new
  521. stakeholders like active customers
  522. which are hybrid role
  523. something between energy producer
  524. energy trader and consumer
  525. >> so more right for energy
  526. communities is so in my view it's it's a
  527. good step of course there were some what
  528. there are some problems as well and this
  529. is more political there is no I
  530. I would say there is there is no
  531. evidence-based
  532. reason for that except
  533. different views of different
  534. stakeholders who were in the end
  535. powerful there was a hard fight
  536. around grid fees additional grid fees
  537. in Austria
  538. >> and what was the outcome of the
  539. discussion with the fees?
  540. >> the outcome was a very Austrian
  541. outcome. We have a term which is called
  542. Austrian solution.
  543. >> Okay.
  544. >> in the end the whole discussion was
  545. about was about additional grid fees
  546. and there I have to say that we have the
  547. second largest highest grid fees in
  548. Austria in all over Europe.

  550. >> And at least or not at least but around
  551. 10% of the whole investment of a wind
  552. turbine is for grid fees. 10% that's
  553. yeah pretty much
  554. >> in the opex period
  555. >> capex
  556. >> in the capex
  557. >> capex yeah 10% of capex
  558. >> at the beginning
  559. >> yeah at the beginning yeah at the
  560. beginning and if you discount the whole
  561. opex there is opex part as well and if
  562. you discount it around 10% of the whole
  563. investment is ish for the grid
  564. >> so there is already operating fee but
  565. also a capex fee
  566. >> like
  567. >> for the grid access
  568. >> for the connection
  569. >> for the connection yeah
  570. let's say it's also So somehow unique
  571. but in the end around 10% is already at
  572. the fee and now they wanted to
  573. increase it and there is I think
  574. there is a consensus in the u a
  575. scientific body that it makes no sense
  576. putting more fees on the energy
  577. production but because in the end makes
  578. the energy consumption more expensive
  579. >> and less competitive and less in the
  580. industry.
  581. >> Exactly. And it's also a problem for
  582. let's say for the whole competition in
  583. energy production sector because of
  584. course if you're publicly owned it's
  585. that impact is not that large on your
  586. finance finance line that if then
  587. other than if you're privately owned or
  588. if you're for example
  589. >> there's a different different structure
  590. of how you finance projects and yeah
  591. it's very disruptive and this is why we
  592. opposed it very much and in the end
  593. the problem was that the grid fee should
  594. have been done by their regulator and

  600. is 80% of the whole energy
  601. transition is financed through depth and
  602. if you make depth more expensive the
  603. whole energy transition gets more
  604. expensive just because of the risk
  605. premium premiums and the risk premiums,
  606. they are for nothing because the
  607. banks needed a higher risk premium
  608. because there is a legal system they are
  609. in and they need, a certain
  610. risk they calculated in. And it makes no
  611. sense because it makes no energy
  612. transition. It's just it's just lost
  613. money. And in the end the outcome was
  614. that we or they agreed on a on a we
  615. call an infrastructure contribution.
  616. Yeah. It's it's a contribution in the
  617. in the law which is set by a two/3
  618. majority in the parliament
  619. which brings at least more security for
  620. the for the investors because a two/3s
  621. majority is not that easy. It can't be
  622. changed annually.

  652. liberalization, digitalization,
  653. new market actors, it's more progressive
  654. than than Germany. for example,
  655. energy communities, it's I think in
  656. Austria, we have the most progressive
  657. one of the most progressive systems
  658. in all over Europe. That's very good in
  659. other terms like as I said in grid
  660. access and the grid fees we are far
  661. behind Germany

  735. battery systems which can deliver
  736. inertia but also wind turbines which can
  737. deliver inertia and not just on the TSO
  738. level but also on the DSO level
  739. >> really how does it work the inertia in
  740. wind power plants like

  742. can send you the papers but there are
  743. there are like there are some turban
  744. operators which have already done I
  745. 10 years ago or so some projects on
  746. that. So they are they are this is

  935. stronger when energy prices were higher
  936. so energy prices objectively
  937. energy prices are lower than they
  938. were 2022, 2023, 2024.
  939. So they are decreasing.
  940. But what stayed was that energ that
  941. industrial partners and not just
  942. industry but alsomemes are looking after
  943. what they what can they do can how can
  944. they hedge and in the end PPA is a
  945. hedge.
  946. >>. And so everybody's interested
  947. and there is quite
  948. a vital community discussing about that
  949. and there are PPAs out there. in the
  950. end I would see that PPA are part of
  951. let's say a hedging environment but also
  952. a de-risking environment on the other
  953. side. So turbine turbine
  954. turbines are built and you can derisk
  955. your investment by long-term contracts
  956. with the industry but also with energy
  957. communities.

  990. not just de-risking. Everybody is
  991. looking for
  992. yeah business cases. And one business
  993. case might be for example melting
  994. steel or iron with your windfog
  995. like in Sturia for example. first
  996. builds a new steel plant there
  997. melting ste melting iron or steel with
  998. with electricity.
  999. >>. and there are wind farms around
  1000. there and they have direct lines or
  1001. direct contracts with first Alpena.
  1002. That's fine. that's how it should
  1003. work. And there are other cases of
  1004. course like PPAs or stuff like that
  1005. with power to heat production. Yeah,
  1006. there are quite quite a lot of various
  1007. projects. What I don't see at the moment
  1008. is hydrogen because as we saw and
  1009. this that's for one example for
  1010. unhealthy
  1011. unhealthy technology adoption.
  1012. It's not a rate because it was no
  1013. reality but
  1014. curve because there was a hype in
  1015. hydrogen and of course now reality is
  1016. hydrogen is more complex more expensive
  1017. and there are easier ways to
  1018. decarbonize or to use make useful
  1019. energy out of electricity than through
  1020. hydrogen. So, but in the end, yeah, of
  1021. course, hydrogen might be one thing as
  1022. well, but there are cheaper ways to use
  1023. the electricity at the moment
  1024. >> or easier ways.
  1025. >> And regarding the central and eastern
  1026. Europe region,
  1027. >> which country do you see with more
  1028. potential to deploy more wind
  1029. nowadays with the current legal
  1030. framework or the legal framework in
  1031. discussion? Which country will be more

  1034. political environment., of
  1035. Hungary might be interesting as well,
  1036. but in the current political
  1037. environment, it doesn't doesn't work.

  1039. happen that from one day to the other.

  1042. It's it can change rapidly. If
  1043. electricity prices rise up, usually
  1044. policy makers are quite fast in
  1045. developing new ideas.

  1049. I see that each and every country in the
  1050. world is a huge market because we
  1051. haven't developed a lot wind in terms of
  1052. the whole potential yet. So there is
  1053. everywhere potential
  1054. >> and do you get consulted by the
  1055. neighboring countries about about
  1056. >> if we see at least in Austria
  1057. compared to Hungary, Slovakia, Slovenia
  1058. the win potential huge and it has
  1059. been harnessed. So do the associations
  1060. do they try to consult with you? we
  1061. have quite a vital vital connection
  1062. in Brussels at the European Renewable
  1063. Energy Feder energy federation where
  1064. all the associations are connected to
  1065. each other and wind Europe which is
  1066. connecting all the wind associations.
  1067. but I have to say that the
  1068. associations in central and eastern
  1069. Europe are not that strong as as as
  1070. we are or the Germans are for example
  1071. not just because the market size but
  1072. also because of the history we
  1073. have 30 years of wind development in
  1074. Austria they don't have this this
  1075. time this period and we have competition
  1076. as well they don't have
  1077. that much competition there. So of
  1078. course if you have 200
  1079. members that's good for an association
  1080. it's make it makes it more complex
  1081. but in the end it's good
  1082. >> and they don't have that much companies
  1083. there so it's it's for them it's more
  1084. complex more difficult and it depends on
  1085. the political system as I said in
  1086. in Czecha and Romania it's very
  1087. transparent
  1088. you can agree or disagree that
  1089. they say that they don't need for
  1090. example in the Czech Republic public
  1091. don't need that much wind. Okay, you can
  1092. disagree or agree on that, but it's a
  1093. discussion. it. Yeah.

  1130. how do you see the future of the wind
  1131. industry
  1132. >> because of the supply chain the
  1133. transport cost the job creation and
  1134. everything? there was a study of the
  1135. joint research center of the European
  1136. Union where they
  1137. they had a matrix in it where they
  1138. analyzed various future proof
  1139. technologies or so they called it
  1140. hydrogen automotive photovoltaics wind
  1141. energy stuff like that and wind
  1142. energy was yeah it was peak there
  1143. there I think There are some reasons.
  1144. The first reason is that of course we
  1145. were the inventors of wind energy
  1146. here in Europe. So most patents lie
  1147. here. A long long long experience in
  1148. that. So and it's electro machinery.
  1149. so we have to build up a system. It's
  1150. easier to produce photo dikes for
  1151. example in a large plant. It's mass
  1152. manufacturing. It's not that easy with
  1153. with such complex things like like wind
  1154. turbines., of course there's
  1155. competition from China, but there's also
  1156. competition from the United States, for
  1157. example. I'm I'm not the guy being
  1158. against China also. I don't like that
  1159. because, we're on the same
  1160. planet. It's 360 degrees.
  1161. so there will be always competition
  1162. and we can learn from China because what
  1163. China did was they built up not just the
  1164. supply chain but they also are
  1165. installing the turbines.
  1166. >> They consumers.
  1167. >> Yeah. They are consumers of that and
  1168. in my view it was it was and it is
  1169. always stupid from the European Union to
  1170. see the energy sector just as a producer
  1171. of energy
  1172. >> and not as an industry. That's that's
  1173. the core problem of the European Union
  1174. that we that we haven't understood how
  1175. industry works and this might be also
  1176. the death of Europe. if we
  1177. don't understand that we have to close
  1178. the loop we close the supply chain and I
  1179. mean of course there might be Chinese
  1180. turbines being installed in Austria all
  1181. over Europe. I don't care. it the
  1182. same could be with US American
  1183. turbines.

  1185. >> The issue is you have to promote
  1186. your own industry if you want to compete
  1187. on a global level. The same with
  1188. automotive, the same same with
  1189. computers, whatever.

  1191. in Austria for wind?

  1193. Austria is usually we don't have an
  1194. OEM.
  1195. We don't have an OEM in I don't we don't
  1196. have have much OEMs. It's coming
  1197. through to wind. It's similar like in
  1198. the automotive industry. We have a lot a
  1199. lot a lot of component manufacturers.
  1200. For example, Bachman in Falbeck is the
  1201. best best example. We have more than
  1202. 140, 000 wind turbines installed globally
  1203. and Bachman is in more than 50% of those
  1204. turbines globally. So we have those
  1205. strong
  1206. >> companies in the supply chain and
  1207. there are lots for example transformer
  1208. the global wind hub for
  1209. transformers is in Suria the global hub
  1210. for other parts of the wind turbines
  1211. there are global hubs for from other
  1212. countries in other federal states as
  1213. well. So yeah and component wise as
  1214. usually Austria is pretty good.
  1215. >> Yeah. so going now to the final
  1216. session of questions thinking about the
  1217. future

  1219. what would you do with 100 million to
  1220. accelerate energy transition

  1287. falling from the sky being disruptive.
  1288. at the moment I don't see I don't see
  1289. it coming.
  1290. I think it's yeah wind wind energy is
  1291. growing organically also the turbine
  1292. size. I think the next fronture will
  1293. be
  1294. creating security again because there is
  1295. a lot of insecurity in the electrical in
  1296. the energy system and at the moment
  1297. I think one of the largest problems is
  1298. that we have to get political stability
  1299. and security to regain political
  1300. stability and security. that's the
  1301. largest problem because the whole energy
  1302. transition is built upon belief and
  1303. trust in institutions and the political
  1304. landscape and it's that's
  1305. from that's really not just an Austrian
  1306. problem but also European problem..
  1307. >> So they have to regain control about
  1308. what they're doing and
  1309. stepping back from from responding to
  1310. disinformation and populism
  1311. and it's not just in the energy sector.
  1312. No, but we also are advocating that
  1313. energy is a political topic because it's
  1314. in longterm

  1316. around technology because it's there
  1317. more about willingness and how to deploy
  1318. it faster. So
