  16. interview Stefan Vena
  17. which is an example of a person
  18. who have bridge itself industry with
  19. policy maker with a technical with
  20. technical background to like policy
  21. architect energy policy architect we
  22. could say. So thank you very much for

  25. >> Welcome Stephen. Thank you.
  26. >> yeah, Pete, please introduce
  27. yourself to our community. we would
  28. like to know more about your journey and
  29. how you started.
  30. >>. yes, my name is as you said,
  31. Stefan Rena. I'm currently policy
  32. advisor to the regional governor, vice
  33. governor of a region in Austria,
  34. Bunglan, the small 300, 000 plus people
  35. region south of Vienna.
  36. I used to work until February. I used
  37. to work as an energy advisor to the
  38. minister of energy in Austria,
  39. Leonla,
  40. which was on your event recently.
  41. And I was mainly responsible for heat
  42. law for the European Energy Council
  43. for energy security issues in the
  44. aftermath of the start of the war of
  45. aggression by Russia. before that
  46. I was in Brussels working for an
  47. executive agency that distributes
  48. funding to renewable energy project,
  49. energy efficiency projects, green
  50. financing projects. and before that I
  51. used to work for the Austrian energy
  52. agency which is a consultancy agency
  53. also with memberships from industry
  54. from from regions from various
  55. stakeholders. I have a PhD in
  56. political science and as you mentioned
  57. before I have a technical background
  58. because I did a technical higher school.
  59. we have it in Austria. It's called
  60. Hatel for those who speak German.
  61. >> and it's a it's so basically I did an
  62. education in robotics and machinery.
  63. voila. So basically I bridge from
  64. I come from a technical perspective then
  65. did social science then
  66. administration and then went into
  67. politics. if you want as an adviser to a
  68. politician.
  69. >> Yeah. And how was this change from
  70. technical perspective to policy? What
  71. drive you to go there?
  72. >> Yeah. I know you two guys you are
  73. engineers. for me it was always clear
  74. even when at the time when I did this
  75. engineering school that I'm not in
  76. my heart I'm not an engineer. I think
  77. it's good to grasp
  78. >> to grasp the basic tactical and physical
  79. realities because you cannot
  80. change physics that's one of the key
  81. laws
  82. but I always knew that there is more
  83. to that and so that's why I studied
  84. microeconomics and also political
  85. science to also find a bit out that
  86. you have the tech technical
  87. challenges but you need to find the way
  88. to govern that and to regulate
  89. things., and for that I think
  90. political science is interesting., it
  91. could have been law, it could have been
  92. macroeconomics. I decided to do
  93. political science., because it's it's
  94. it's a combination of law, economics,
  95. social science, sociology and,
  96. political theory..
  97. >> so and when you ask me on the
  98. perspective, it's I find it
  99. interesting that in the formative years
  100. of your life, you learn how to think and
  101. you learn when you have a problem how to
  102. engage in this problem, how to solve it.
  103. And that's why I guess that a
  104. technical perspective is different to a
  105. lawyer's perspective. It's different to
  106. a social science perspective.
  107. >> And so basically when you have a
  108. different angle on a on a problem, you
  109. also find different solutions. And yeah,
  110. >> I think more solutions than when you
  111. only have a technical view or only have
  112. a lawyer view or only have a social
  113. science view.
  114. >> Exactly. That's what we are trying to
  115. bridge here is to put all the
  116. perspective together to accelerate
  117. energy transition.
  118. >>.
  119. >> Yeah.
  120. >> we also want to just
  121. understand a bit more about about your
  122. journey. what kind of experiences
  123. that you had to go from being
  124. engineer to getting into the more
  125. political side of it. you said
  126. that people have different perspective
  127. but if you can expand on what kind of
  128. different perspective that once you were
  129. an engineer and you got into the policy
  130. space that you found
  131. >>
  132. their different perspective
  133. >> how how do they differ and why they need
  134. to come on the same page?
  135. >>.
  136. so in my specific in my life it was
  137. all a lot of coincidences. why
  138. I ended up in as an adviser to
  139. politicians was a lot of coincidences as
  140. always in life. there was not a
  141. master plan behind that. maybe I
  142. could like looking backwards say there
  143. is a master plan but there wasn't.
  144. but also when you work in a ministry and
  145. you are on a political level and you
  146. have to work with the civil
  147. servants that are experts in their field
  148. lots of them are either lawyers or
  149. have a technical background
  150. >> or are experts biologists
  151. environmental studies and so what
  152. they aim for is the ideal solution.
  153. So you have a problem, you try to solve
  154. it and in engineering
  155. well you basically have like
  156. mechanical laws and physical laws and
  157. basic electrical laws and you have to
  158. follow them.
  159. >> and once you follow that and you can
  160. solve the solution, you can solve the
  161. problem.
  162. >> in political realities you hardly
  163. find find a situation where the ideal
  164. solution is the landing zone. the lang
  165. zone meaning this is the adoption of a
  166. law for example so you hardly have a
  167. situation where you have the ideal from
  168. a macroeconomic
  169. perspective from an welfare state
  170. perspective the best societal solution
  171. that's hardly the case usually you land
  172. with the third fourth or fifth best
  173. solution but this is because you have in
  174. a complex reality like the electricity
  175. system you have a lot of different
  176. stakeholders that have clear interests,
  177. profit interests, other interests,
  178. different interests and of course they
  179. pursue their interests and politics is
  180. about balancing those interests and in
  181. the end you land the landing zone. You
  182. land at the solution that is from a
  183. welfare state maybe not always the best
  184. solution but it's the solution you got.
  185. So basically it's the best solution in a
  186. given environment which is defined by
  187. political interests by stakeholder
  188. interests and so on. So basically this
  189. is a different perspective. From a
  190. technical point of view you have an a
  191. clear route to a solution. From a
  192. political point of view you have to
  193. integrate more into the equation
  194. stakeholders interest and so on.
  195. >> Okay. So it's like the intersection
  196. of interest to for a common goal kind of
  197. >> well whatever the common goal is
  198. so you have so when you are in a
  199. ministry and your minister has a
  200. clear political goal for example you
  201. want to have the renewable expansion act
  202. the
  203. >> and you want to have a clear
  204. regulatory framework to have investment
  205. certainty until 2030 so that we can
  206. expand and renewable energy in Austria
  207. to be have 100% renewables in 2030. So
  208. you have a key goal and this is the goal
  209. you want to achieve
  210. >> but how you achieve the goal
  211. >> of course depends on the different
  212. interests on negotiations on well
  213. on balancing the different interests
  214. >> and how do you think h how important you
  215. think it's the academia input or
  216. research input into the policy
  217. architecture
  218. overall
  219. I think of course it is important
  220. because
  221. the academia give they provide the how
  222. should I say the space of possibilities
  223. if something is not known it's not an
  224. option so basically you don't know the
  225. things that you don't know
  226. and this is the role of academia
  227. for me to enlighten and to widen
  228. the space so that you can find solutions
  229. that are not there yet. But you need
  230. them and you need research to go
  231. one step further and to provide
  232. the possibilities for policy makers to
  233. actually do that. Basically also an idea
  234. first you have an idea. If you don't
  235. have an idea, you cannot have a plan to
  236. get there because first you need to know
  237. where you want to go. And for this
  238. knowing to where you want to go,
  239. >> there is the academic world. There is
  240. >> data.
  241. >> Exactly. Basically for that it's
  242. important to have once where
  243. you want to go.
  244. of course it's important that you get
  245. support from with facts. You need to
  246. have a factbased
  247. >> at least we try always try to have a
  248. fact-based approach. so this is what
  249. science says like also for climate
  250. crisis climate change. this is what
  251. science says this is what we have to do.
  252. and then of course you have a lot of
  253. other interests that have their own
  254. studies and but for
  255. that you need you need academia. So
  256. in that sense I think it's it's it's
  257. very important. once it comes down to
  258. political negotiations I think it's less
  259. relevant because then it's more about
  260. then it's more about interests and
  261. negotiating and balancing the
  262. different interests.
  263. >> Okay. Like it's an input. It's to
  264. enlight the way
  265. >> to broaden the space of possible
  266. solutions to a problem
  267. >> and all this experience how did it
  268. shape your approach for policies that
  269. you for Austria E a and other such
  270. policies how did you integrated your
  271. knowledge from coming from different
  272. backgrounds for having those
  273. policies?
  274. To be honest, for me it took quite a
  275. while to change the to change the
  276. role my role like coming from
  277. close to academia like like PhD academia
  278. then energy agency then in an
  279. administration
  280. and then entering the political life
  281. where you have to think differently. You
  282. don't have to you have to have a
  283. completely different approach and the
  284. perspective from an administration is a
  285. completely different than from a from a
  286. political point of view. so basically
  287. you have to change the perspective the
  288. way you look into problems. Something
  289. that I mentioned before you have to look
  290. at who are the main stakeholders what
  291. are the main interests and what do I
  292. need what is the plan to achieve my the
  293. goal the political goal that I have.
  294. so it's about having a clear vision of
  295. what's the life or what's the world.
  296. but that is that is the role of the
  297. politician like my b used to be my boss
  298. like the minister
  299. >> and they have the clear vision of
  300. where to want to go and we are there to
  301. enable like from my role was to advise
  302. her to take well informed decisions
  303. >> to get from A to B and to get to
  304. achieve this goal.
  305. >> Yeah. And do you think it's possible to
  306. get 100% renewable 2030?
  307. >> Yeah, I think we're in a good track.
  308. I think
  309. last time we checked we were in a good
  310. path. we achieved the solar goals.
  311. of course all the wind takes a bit
  312. longer. So the framework the legal
  313. frameworks that we adopted
  314. are in place but now they need to be
  315. built. Of course, you also need to
  316. have the grid enforced, reinforced.
  317. >> that takes time. You need as you as
  318. from your own experience,
  319. you need permitting proced you need the
  320. permitting procedures faster.
  321. >> so for that we have the renewable
  322. energy directive which needs to be
  323. transposed international law which is
  324. now in the process. It could be faster.
  325. We have we had an acceleration law
  326. prepared which was not adopted in the
  327. end for some whatever reasons.
  328. but all of that yes I think we are in
  329. Austri on a good path. and
  330. >> how much are you
  331. >>
  332. >> in renewable to
  333. >> at the moment
  334. >> at the moment. Yeah.
  335. >> Well I think in 2013 we achieve it. I
  336. don't know. I don't have to figure in my
  337. head. I'm very bad with numbers.
  338. That's maybe also a reason why in the
  339. end I don't be I didn't become an
  340. engineer.
  341. >>
  342. >> but it's more than 50. a lot of
  343. hydro. It's a good mix now.
  344. >> No, we are like 90. I don't know.
  345. >> 90 already.
  346. >> It's embarrassing.
  347. >> You cut it out.
  348. >> No. No. But it's it's good. And yeah,
  349. actually in our energy forum two weeks
  350. ago, Nicola from Energy Bean told to
  351. the audience that he just connected a
  352. wind power plant who took 13 years in
  353. permits.
  354. >>.
  355. >> And he and they just could
  356. connect them. So yeah, permits it's a
  357. >> it's a thing.
  358. >> Yeah. but then in
  359. politics
  360. so when we were in office we always
  361. heard from industry from energy
  362. companies we need to accelerate the
  363. permitting procedure. So for that we
  364. prepared we were involved in the renew
  365. renewable energy directive red three
  366. which had clear permitting
  367. acceleration parts in it. we also
  368. prepared a law that said that that
  369. gave a maximum number of t a maximum
  370. time for a certain procedure PV also
  371. heat pumps and so on.
  372. cassette it's called in German it's a
  373. long word
  374. >>
  375. but once you have concrete proposals to
  376. accelerate that that different other
  377. interests kick in for example that you
  378. have regions that have the competence
  379. for the moment and they don't want to
  380. get rid of the competences you have to
  381. know Austria is a federal state and the
  382. competences for energy is actually with
  383. the nine regions and not with the
  384. federal level which means that for every
  385. law that you want to adopt on the
  386. national level, you have to have a
  387. twoth3 majority
  388. because you have to overrule. Exactly.
  389. So basically and in the last term
  390. in parliament you had three parties
  391. at least. So us in government and then
  392. one opposition party for every energy
  393. law and now we have even more splits. We
  394. have three in government and you need to
  395. have a fourth party to have to pass
  396. energy laws. So basically the good thing
  397. of that is once you adopt an energy law
  398. it's always a broad consensus
  399. >> even in Indian poly
  400. >> I'm not so much involved in Indian power
  401. but I can imagine
  402. and so at least you have a broad
  403. consensus but to get there of course is
  404. difficult because you have the
  405. nine provinces who have interests you
  406. have the opposition that has different
  407. interests than
  408. and for that reason when you talk
  409. about permitting it's always it has
  410. always been a claim make it
  411. faster. So we delivered we delivered and
  412. then they were like whoa but not that
  413. fast and whoa but we are we are in
  414. charge. This is this is the lender. We
  415. are it's our and you should not
  416. at the federal level you should not
  417. interfere with our so that in the end
  418. this acceleration law renewable energy
  419. acceleration law was not adopted because
  420. also within our coalition partner
  421. which is also based within the nine
  422. regions there was a lot of
  423. resistance.
  424. >> I just have a small curious question.
  425. land is a federal subject here or a or a
  426. province like can like in India
  427. especially if for example there are
  428. for any kind of land permit you either
  429. you there are lands which federal
  430. government can do anything with it
  431. >> and then there are lands which state
  432. government needs to intervene
  433. especially for power
  434. >> central government is open they don't
  435. need to go to the state government.
  436. >>.
  437. >> To pass a law.
  438. >> Yeah. Well, planning and
  439. whatever it's called in English,
  440. the vitong so that you basically
  441. dedicate area for a certain purpose.
  442. >> Yeah.
  443. >> Is very much part of the components of
  444. the regions.
  445. >>. And there you have some exceptions
  446. which is high voltage lines,
  447. electricity for example.
  448. >> and we wanted to expand this area
  449. of where no permitting is necessary at
  450. all from based on the federal law.
  451. >> So that's until a certain threshold for
  452. PV or a threshold for a heat
  453. pump, you don't need a permit at all in
  454. the in the republic. And not only and
  455. now because now you have building laws
  456. in nine provinces and the threshold for
  457. when you can build PV on the roof is
  458. different in every of the nine
  459. provinces.
  460. >> Yeah. I would like to keep in your
  461. personal path and to know how was the
  462. change or your motivation to change from
  463. the to work in Brussels with a
  464. Europeans's perspective to go to work
  465. now in a inland like with local
  466. challenges.
  467. >>.
  468. >> What motivates you and what are the
  469. biggest differences?
  470. Well, the main driver for me and I guess
  471. for you as well is always a learning
  472. curve. Once you realize that you have
  473. seen it and how it works, it
  474. gets a bit boring.
  475. >> and then of course I worked in the
  476. administration for an executive agency
  477. and we program new
  478. programs we worked on finding the
  479. best projects and then we prepared the
  480. contract of the projects. That's what
  481. it's called project cycle but after some
  482. years it gets boring a bit boring
  483. because it's always the same cycle.
  484. >> and then this option came up and of
  485. course if you ask if you want to work
  486. in a company of a minister at least for
  487. me as a political scientist that's
  488. basically how better can it get and
  489. that's why I decided to go and take this
  490. challenge and work for the
  491. minister. and that we are that I'm
  492. now in the region is just a followup
  493. if you want because the government ended
  494. and at basically at the same time
  495. we won an election in this region and
  496. formed the government with them and
  497. we can of course use experience that we
  498. gained on the federal level and also
  499. support them in the regional level and
  500. so we built a new office in the regional
  501. government's level and I think
  502. we are already after a couple of weeks
  503. pretty good established a good
  504. coalition level because governing is
  505. also a craft is something that you need
  506. to learn and need to experience and it's
  507. like
  508. >> I don't know making a table something
  509. you have to know how to do it and
  510. governing is basically the same you need
  511. to have some experience and then and
  512. then on the federal level or in the
  513. regional level it's it doesn't make
  514. such a difference but it's it's just a
  515. different perspective perspective from a
  516. engineering perspective or from a
  517. academic perspective to a governing
  518. perspective.
  519. >>. And what are your goals for the for
  520. Bund Bund?
  521. >> Borgenland.
  522. >> Bin.
  523. >> What are your plans for the region?
  524. >> Well, at the moment we work on an
  525. climate protection law on a climate law
  526. which aims at being climate neutral
  527. in 2030.
  528. there is a intermediate step on 2030
  529. >> like 2040 we want to be climate neutral
  530. on 2030 we have an intermediate step
  531. where we want to have more renewable
  532. production as we consume energy total
  533. so not only electricity.
  534. >>., so basically all the all the
  535. fossil fuel that we still need to use
  536. because people are driving a car and
  537. still have heating at home that is
  538. powered by gas is compensated basically
  539. by more renewable electricity., so we
  540. want to really become a climateneutral
  541. region but there are still a lot of
  542. challenges. It's from that's only one
  543. thing that we do from climate adaption
  544. because we are affected by climate
  545. crisis already which has impact on
  546. the agriculture a lot on the water level
  547. that we have like floods so we
  548. are we feel it already and we feel it
  549. mainly in agriculture and in water and
  550. so basically these are the challenges
  551. and one thing that I know once you
  552. are in government many new challenges
  553. come because some challenges you don't
  554. know at the beginning. I didn't expect
  555. an a war of aggression in 2022
  556. but that just came or the virus that
  557. >> all affected us.
  558. >>.
  559. >> Yeah. so maybe we could go back to
  560. the E A the expansion global expansion
  561. act..
  562. >> what could you say that are the
  563. learnings to apply it and what could
  564. the CE region learn about it like what
  565. could be the learnings to be applied
  566. in the region?
  567. what what I said in the in the
  568. introduction is that for the environment
  569. for the renewable energy
  570. acceleration act
  571. >> it was more a colleague of mine that
  572. was involved in the nitty-gritty
  573. of the law. so I had other
  574. priorities. so basically I cannot
  575. give you all the details about how
  576. this law came into being and
  577. but I think what is important is that
  578. you set this clear path. Our vision was
  579. and still is that in 2030
  580. we want to produce 100% of the
  581. electricity that we need. Of course it's
  582. always a balancing perspective
  583. with renewable energy.
  584. And for that clear vision, you need to
  585. have the regulatory,
  586. >> the legal framework. Because
  587. if you're a developer
  588. and you're a company and you want to
  589. invest, what you need to have is
  590. clarity.
  591. >> Yeah. Certainty.
  592. >> Certain leading certainty. It doesn't
  593. matter what it is. And maybe it's not
  594. good for you,
  595. >> but at least the important thing is you
  596. have certainty. everything else is
  597. and that's what this law does until
  598. 2030 and all the build all the
  599. installations that they build until then
  600. for a long time they have the
  601. certainty to have a certain revenue
  602. out of the renewable energy
  603. production. So basically if you're below
  604. a revenue it's compensated if you're
  605. above you don't get too much
  606. >> that that that has a name like a bottom
  607. we
  608. >> contract of difference basically
  609. >> so you have one way or two-way contract
  610. of differences so basically in the end
  611. what you do what this contract of
  612. difference does is when you produce when
  613. you have the when the
  614. electricity price is lower a certain
  615. threshold you get some a bonus you get
  616. some money and if it's above a certain
  617. threshold basically you have to pay
  618. something back.
  619. >>
  620. >> sounds fair.
  621. >> Sound fair. And that's the idea.
  622. Basically, what you have is you have
  623. always the certainty to have revenues
  624. out of the electricity you produce.
  625. >> plus and this is the two-way
  626. contract for difference even if you have
  627. very high electricity prices which in
  628. times can happen for Yeah.
  629. >> They have market
  630. >> for the reasons. Yeah.
  631. the producers that that that
  632. actually benefit a lot from it have to
  633. pay something back. so I think it's
  634. from from from from both sides from
  635. the consumer perspective it's fair but
  636. also from producer perspective it's fair
  637. because it gives you clear regulatory
  638. framework.
  639. >> Yeah. With that you can go to
  640. >> to banks
  641. >> to banks and say we have exactly assured
  642. this so we can make a business plan and
  643. all the flow and you can get fund so
  644. accelerate the
  645. >> that's what we're working on also in
  646. bunging at the moment with the regional
  647. utility
  648. >> bungan energy we have it's called
  649. project tomorrow and this is exactly
  650. what we do we have a clear revenue
  651. stream for the installations with that
  652. we go to banks European banks it's the
  653. EIB is involved and they give you
  654. some investment money so it's it's
  655. capital they give you
  656. >> and for them it's the best investment
  657. because it's a clear it's low risk
  658. it's clear revenues it's you have a
  659. utility that is very much well placed
  660. there and for that you can
  661. leverage basically you can leverage the
  662. own capital with bank capital
  663. and build the renewable
  664. energy.
  665. >> Yeah, it's good.
  666. >> I want to ask you something that
  667. how did the policy becomes a standard
  668. that it can be replicated that it
  669. becomes a successful policy and that it
  670. needs to be replicated by the other
  671. regions by other countries. what do
  672. you see what what are the key
  673. ingredients of making a successful
  674. policy or you think that
  675. >> you already know it or after the
  676. success that you think
  677. >> no I don't know it also from the
  678. European perspective one of the
  679. important elements of a good project
  680. always was is it replica replica
  681. replicable in other member states
  682. >> and what I find is So what I found is
  683. that it's really difficult
  684. because it's not a one-sizefits-all
  685. and what what fits here is
  686. completely different in another context
  687. because you have different stakeholders,
  688. different interests, different
  689. companies, different interest groups,
  690. different parties that work differently.
  691. So I think replication as such is
  692. important and it's always important to
  693. look on the other side on another
  694. country in another region
  695. >> because you don't have to reinvent the
  696. wheel as we say. but just to
  697. replicate something and say
  698. with factor A B and C you can replicate
  699. it in all member states I don't think
  700. that works.
  701. >> You have to adapt it kind of
  702. >> you have to adapt it. I think there's
  703. some overall I think a consensus that
  704. some well for renewable energy I think
  705. it's always good to have community
  706. involvement for example to have to
  707. to be to be honest about the project
  708. to talk with the people to take them
  709. serious. I think this is for project
  710. developers I think in all everywhere
  711. it's the same thing but even here the
  712. times are changing and the regions
  713. are different times are changing because
  714. now what you didn't have 10 years ago
  715. is that you have very well organized
  716. interest groups that are against it
  717. that are anti- renewables and renewables
  718. like wind has become a bit of a
  719. cultural part of the cultural divide
  720. and so you have a lot of interest groups
  721. that just provide fake news and have
  722. funding from sources that
  723. >> and so that's why it gets more
  724. complicated and they and they basically
  725. destroy discourse and that's that's a
  726. risk because also in Bunga in the
  727. region what we have is a long
  728. established and a wellestablished
  729. relation with the civil society with
  730. NOS's from it's called bird life or WWF
  731. and they have been always involved
  732. for all the windmills. So basically
  733. every wind wind engine in the region has
  734. been adopted or has been that we have
  735. the okay from from this from the bird
  736. life.
  737. >> So we have like the nature conservation
  738. perspective included in this in this.
  739. So basically what I wanted to say is to
  740. replicate things.
  741. >> There's no there's no one plan where you
  742. can do it but there's certain elements
  743. that you need to I think I need to you
  744. need to always consider.
  745. >> Yeah. And well you mentioned the
  746. importance of community approval to
  747. to implement projects. How have you
  748. overcome this not in my backyard
  749. let's say obstacle
  750. >> from from the communities
  751. >>
  752. I could say overall in Austria if you
  753. look at the whole country
  754. we probably haven't overcome because
  755. we still have some regions that don't
  756. have a single wind wind engine in their
  757. region
  758. >> just because of the anti- groups or
  759. >> well they have mountains there are some
  760. interest groups that are
  761. kept fighting for protecting what they
  762. call protecting landscape so
  763. basically
  764. so I'm not sure if we have adopted it
  765. maybe one thought I think the fossil
  766. fuel industry is and fossil fuel in
  767. itself is very good at being
  768. invisible so what fossil fuel is
  769. really good at is hiding
  770. because you are somewhere in
  771. Russia you put it in a pipeline and then
  772. the first time you see it's in your
  773. heating system and actually there you
  774. don't see it you see it in your tank
  775. but even there you don't see it really
  776. but you move. So it's a brilliant idea
  777. and it's brilliant because it's it's
  778. it's not visible for renewable energy if
  779. you look at solar or if you need wind
  780. you see it you see the landscape and
  781. that creates some resistance in
  782. part of the society. So in some regions
  783. they say we don't want to have wind
  784. engines because they don't fit
  785. into the landscape and they change the
  786. landscape and that's why we are against
  787. it which is a which is a concern which
  788. need to be taken serious. but for
  789. that reason but just to say listen we
  790. don't want that but we also don't want
  791. the fossil and we also don't want
  792. nuclear.
  793. >> so in the end you have to make a
  794. decision.
  795. >> Yeah. But if you're in a governing and
  796. if you're in an opposition party, you
  797. don't have to take this decision because
  798. you can say I want this because that's
  799. the beauty of being in opposition. You
  800. can demand everything because you don't
  801. have to bring it you don't have to bring
  802. it to reality.
  803. >>
  804. >> now principally the government
  805. that you were supporting are in the
  806. opposition. Do you have some certain
  807. things that you want to put on the
  808. government that they should do now? like
  809. >> well as I said at the beginning I'm I'm
  810. talking here in my capacity as a as a as
  811. advisor to the to the regional governor
  812. and
  813. >> or maybe you would like them to say like
  814. the principal opposition which is
  815. there to ask the government that
  816. they should stress upon something.
  817. >> Sure. one thing is clear we need
  818. to support we keep to continue to
  819. support renewable energy in Austria and
  820. just we have some some new proposals
  821. hopefully soon on the table
  822. electricity law and also this expans
  823. the pashan's law the acceleration law
  824. and what I've seen so far is a step
  825. back. Basically, you have
  826. you have a peak shaving obligation
  827. for wind for solar, which makes sense
  828. if it's done smart, but what I've seen
  829. now is not too smart.
  830. >> Yeah.
  831. >> And but let's not go into nitty-gritty
  832. of Austrian politics because that's
  833. >> that's maybe not too interesting for
  834. for your audience.
  835. >> Yeah. And you mentioned nuclear and
  836. lately it's a topic that it's again in
  837. the table with the international report.
  838. How do you see the evolution of new
  839. nuclear power plants in the region?
  840. >>.
  841. one of my responsibilities in the
  842. ministry was the energy council and
  843. in the energy council you have all the
  844. member states pushing their interests
  845. and we have seen that the nuclear
  846. lobby and when you look at the member
  847. states particularly France but also
  848. other member states like Czech
  849. Republic push for renewable push
  850. for nuclear a lot
  851. and They use the argument that it's
  852. low carbon and it's a solution to
  853. climate change to push for nuclear.
  854. Austria has always been very critical
  855. and the Austrian position has been very
  856. critical. and also we created a
  857. lobbying group if you want. It's we
  858. called it the friends of renewables
  859. which was a like-minded group of
  860. member states that coordinated
  861. themselves for the renewable energy
  862. directive
  863. >> to push back this claim that
  864. renewable energy directive should be a
  865. lowcarbon energy directive. That was one
  866. of the goals from France and we
  867. were successful. so I think nuclear
  868. is a solution to climate change
  869. because it can replace fossil fuel.
  870. However, there are so many other
  871. questions that are unsolved in nuclear
  872. which is proliferation which is nuclear
  873. waste which is the risk of terrorism
  874. the nuclear risk in itself. So there
  875. >> political dependency also.
  876. >> Exactly. So it doesn't make you
  877. independent. you have other sources,
  878. you need uranium, you have uranium. So
  879. you have many unsolved problems. but
  880. you have a very strong and very powerful
  881. political lobby for nuclear with
  882. France of course in the front of it.
  883. So our perspective always was as Austria
  884. we want renewable energy because it's
  885. cheaper, it's more cost effective,
  886. it's local, you can produce it
  887. instead of nuclear. So of course in the
  888. European Union it's the choice of every
  889. member state. It's their own decision to
  890. define their energy mix. but what we
  891. wanted to prevent is that at the
  892. European level, we give funding into
  893. more funding into a technology that has
  894. been in the market for 70 years and
  895. still apparently still needs
  896. subsidies in order to run because it's
  897. too expensive, it's too slow and it's so
  898. for us it was not a solution but of
  899. course it's on the table and many push
  900. for it.
  901. >>. one of the thing the two
  902. weeks ago when we had the forum was
  903. about energy security in this region
  904. because of what happened politically
  905. with Russian gas being and you were
  906. instrumental as well in terms of what
  907. happened after the invasion of Ukraine
  908. as a former senior project officer as
  909. well. what the this region of central
  910. and eastern Europe they need more
  911. proposals they need more projects how
  912. can they get more funding from Europe
  913. considering the low low success rate
  914. >> for the projects
  915. >> well the easy solution on the short
  916. answer would be write better proposals
  917. but the question is of course what are
  918. better proposals
  919. well I think it's a learning process
  920. process., every good proposal has a
  921. clear idea, clear deliverables. The
  922. project partners need to be the right
  923. partners., so they need to be based
  924. also in the group., it need to have
  925. it need to clearly have also political
  926. backing if you work in a region for
  927. example of the local authorities.
  928. So everything together in a in and draft
  929. drafted in a coherent way is a good
  930. is a success for a good proposal.
  931. So like when I was at the other
  932. job and was project adviser
  933. for me when I looked into the
  934. proposal within 5 minutes it was clear
  935. is this a good proposal or not?.
  936. >> Maybe it was then you have a prejudice
  937. and maybe but usually you see
  938. clearly at the beginning if they have a
  939. clear idea of what they want to do or
  940. not.
  941. >> Okay.
  942. >> And if they use words like this is a
  943. tool for a toolbox for or this is a so
  944. if there are if they hide their actual
  945. idea behind words that don't mean much
  946. >> then for me it was always clear that
  947. there's not a this is not a good
  948. project.
  949. >> Okay. And if you have to tell the maybe
  950. three element for a successful pro
  951. project proposal, what would they be?
  952. >> Well, as I said, a clear goal.
  953. >> Yeah.
  954. >> With it, which is a vision that
  955. that that takes the situation on the
  956. ground and makes it better. You have to
  957. have a clear vision. You have the right
  958. people.
  959. >>.
  960. >> in the project which are partners.
  961. well those those are two those are the
  962. main and maybe the third
  963. would be the
  964. >> political support or
  965. >> yeah which I would consider as the right
  966. people but political support is of
  967. course important but also
  968. this now a bit nitty-gritty the clear
  969. calculation so sometimes you have you
  970. have project that makes sense and then
  971. you have insane numbers or insane euros
  972. that you want to have for this
  973. project. So
  974. >> yeah.
  975. >> Yeah. you mentioned the
  976. >> flashback to my past now.
  977. >> I have some flashback.
  978. >> you mentioned the situation
  979. between Russia and Ukraine and how does
  980. affected to the region because of the
  981. gas energy independency and you were
  982. in the government at that time. So how
  983. did you address this energy security
  984. issue and what were the strategies for
  985. example we heard about this geothermal
  986. project in Vienna but what were
  987. your vision to address this kind of
  988. crisis right
  989. >> jumping from the past to the recent past
  990. when in 2022
  991. Russian invaded Ukraine we were in a
  992. situ situation where Austria was
  993. dependent to 90% on Russian gas.
  994. >> Wow.
  995. >> so we were highly dependent had one
  996. company that imports gas which is OMV
  997. which has long-term contracts until
  998. 2014.
  999. >> They prolonged the contract in 2018
  1000. >> until 2014 for basically no reason.
  1001. >> Yeah. Exactly.
  1002. >>
  1003. and so basically we were not in a very
  1004. convenient situation. So in that
  1005. situation, if Putin had decided to
  1006. switch off gas supplies to Austria, we
  1007. would have had to shut down industry
  1008. shut down reduce electricity
  1009. production. it would have been a huge
  1010. recession with a lot of unemployed
  1011. and with a lot of public funding to
  1012. to basically to support those
  1013. that are affected. So it would have been
  1014. a major economic crisis in Austria.
  1015. >> yes and so we were in this
  1016. situation well besides some sleepless
  1017. nights where we realize that we are
  1018. in a kind of difficult situation we
  1019. realized that we need to get as soon as
  1020. possible out of this of this dependency.
  1021. we need to diversify our gas supplies.
  1022. which is of course not that easy if
  1023. you are in a framework where you have
  1024. European law, where you have Austrian
  1025. law, we have private actors have
  1026. contract with other actors where they
  1027. signed the contract in the past. So how
  1028. can you change what what what and also
  1029. in the contracts they have already
  1030. made sure that if a nation state just
  1031. makes a decision and forbids probably
  1032. forbids for example that that that
  1033. you import gas from Russia that that
  1034. they get compensation. So basically we
  1035. had a private company.
  1036. >> Yeah.
  1037. >> and we can now talk about this
  1038. because OM has has has ended this
  1039. contract. and so we had a
  1040. situation where this one company was
  1041. just got all the so but basically so
  1042. next step was we were in difficult
  1043. situation. How do we get out? So we
  1044. created a diversification law which
  1045. created incentives for the basically
  1046. covered the higher costs from gas
  1047. coming through Germany because you need
  1048. to transport them through German. It's a
  1049. bit more expensive. we created a
  1050. what's called the gas strategic gas
  1051. reserve which is basically what we have
  1052. for oil within the framework of the
  1053. international energy agency that you
  1054. have some basic reserve 90 days of
  1055. oil reserves. So we created something
  1056. like this for gas.
  1057. >> and then of course you have the
  1058. medium short-term medium-term long-term
  1059. perspective.
  1060. >> and then of course you need to have
  1061. all the solutions that we pursue
  1062. anyways which is renewable energy
  1063. installations, electricity, getting rid
  1064. of molecules and introducing more
  1065. electrons in the system. and the
  1066. geothermal energy is one of the
  1067. solutions
  1068. >> because it's basically there you could
  1069. just harvest it. It's the other the only
  1070. thing is that it's it takes 5 years.
  1071. >> Yeah. They are just drilling right last
  1072. >> they have drilled already. But in 2022
  1073. when we're in a situation we could have
  1074. said don't be concerned people we
  1075. have geothermal energy in Vienna because
  1076. no it was not a solution. Exactly. So we
  1077. had this is the long-term perspective
  1078. for the short term we had to have
  1079. >> subsidies and kind of
  1080. >> that then also that you have
  1081. the energy companies that had to store
  1082. more more gas so basically there was an
  1083. obligation within the law so all
  1084. different and then we had the
  1085. European level where we had emergency
  1086. regulations
  1087. so it was a very busy time
  1088. challenging yeah
  1089. >> now the industry I have a I'm doing a
  1090. thesis is in the universities and
  1091. it's about industrial decarbonization.
  1092. So I'm I'm looking into the pathways. So
  1093. one of it is electrification, the other
  1094. is of course lowcarbon sources. So
  1095. looking also into the bio energy side of
  1096. it. But how did the industries react?
  1097. Are they more prepared now? and I
  1098. think they have more coordination with
  1099. the with the policy makers now because
  1100. of crisis and they should have the
  1101. ears on the ground all the time to
  1102. prepare for such things.
  1103. >> Yeah.
  1104. As as always there is not one industry
  1105. but there are different companies and
  1106. and depending on the company they are
  1107. have different solutions. We have a
  1108. large company like first they need a
  1109. lot of it's it's an steel company in up
  1110. Austria. they realized quickly that
  1111. they need to become independent and
  1112. and what they did is that they
  1113. changed their strategy to buy a gas and
  1114. bought it somewhere else. they were
  1115. not they didn't have the longterm
  1116. contract. today understand immediate if
  1117. you are if you are I don't know if
  1118. you have a restaurant and you get all
  1119. the fruits from one company and the
  1120. company doesn't want to not not a
  1121. a sane entrepreneur would do that
  1122. to be so dependent on one
  1123. >> but we were so it was it was it
  1124. was an insane decision in 2018 by former
  1125. government to expand that
  1126. industry. Some of the companies they
  1127. reacted immediately and they and they
  1128. got it. And also what we saw since then
  1129. there's a major shift also in
  1130. industrial heat from from from gas
  1131. mainly to heat pumps.
  1132. >>.
  1133. >> up to a certain degree.
  1134. and also we introduced the
  1135. transformation of industry subsidy
  1136. scheme which is a long-term subsidy
  1137. scheme because in industry you have to
  1138. have long-term decisions
  1139. >> and the decision the investment cycle is
  1140. very long that you have a clear
  1141. subsidy schemes for this transformation
  1142. and to subsidize be hydrogen be
  1143. high temperature heat pumps u so that
  1144. you have clear you can have you can
  1145. implement this decarbon decarbonization
  1146. pathway industry.
  1147. >>. That's one of our next
  1148. interviews that is a surprise. We are
  1149. not going to reveal the name but it's a
  1150. professional from Austrian Institute
  1151. of Technology AIT and we are going to
  1152. talk about high temperature heat pumps.
  1153. >> Oh, so that will be one of the next
  1154. episode. so seeing in the future,
  1155. do you see that we could have another
  1156. energy crisis soon or how to be
  1157. prepared for our next crisis?
  1158. >> Yeah. I think yes there will be
  1159. crisis as as has always been crisis.
  1160. and there will be crisis. We had the
  1161. energy crisis in the 1970s.
  1162. the International Energy Agency and
  1163. the before mentioned storage
  1164. obligations were a consequence. we
  1165. had the well in 2022 we had this gas
  1166. crisis in Austria and in the future
  1167. there will be crisis too.
  1168. of course we have the risk of Taiwan,
  1169. China.
  1170. we're still in there. We saw yesterday
  1171. we have the Middle East which is fragile
  1172. which is in a situation where you
  1173. always have a potential crisis and we
  1174. see already that the oil prices go up.
  1175. so the supply shocks if you want
  1176. is always a risk.
  1177. Having said that and also you have a
  1178. nuclear crisis a potential because also
  1179. for nuclear we saw that also in 2022
  1180. that the French nuclear fleet was half
  1181. of them were down for maintenance for
  1182. whatever so they are very old and you
  1183. need to rebuild them but there's not a
  1184. lot of capital and it's huge investments
  1185. necessary so those are the areas you
  1186. have nuclear crisis
  1187. >> having said that I think that brings us
  1188. back to our political goal which is we
  1189. need to have a decentralized renewable
  1190. energy system with smart storage
  1191. reinforced grid and electricity
  1192. production from wind from solar and
  1193. geothermal as well. So taking everything
  1194. we have and we know that from science
  1195. that we have enough energy from wind
  1196. from solar so we can harvest the energy
  1197. we need to build this. So basically we
  1198. need to build this and then of course
  1199. all the questions come who finances it
  1200. who pays for it why should we pay now
  1201. for the grid that is there for the next
  1202. 30 years or 50 or 40 years so but a
  1203. crisis there will be another crisis
  1204. there of course there will be crisis
  1205. there's always crisis but the less
  1206. you're dependent on external
  1207. or on market speculation
  1208. the less you're affected
  1209. >> by this
  1210. >> and you touch upon storage a lot of
  1211. the manufacturing for the for
  1212. battery storage is are done elsewhere
  1213. and it's also again dependent on u how
  1214. the global situation plays out are there
  1215. any plans from from from
  1216. the Austrian government or are there
  1217. any policies in place to incentivize
  1218. the manufacturing of storage
  1219. system within in Austria.
  1220. f first before that what is the
  1221. difference between
  1222. the material you need for
  1223. storage and oil and gas for example
  1224. >> of both of them you have to import
  1225. and yes we import a lot of the lithium
  1226. and the raw material you need for
  1227. storage we have some storage companies
  1228. in Austria and but most of them are come
  1229. fully done from China and you install
  1230. them simply that's what they do and
  1231. that's what we
  1232. and of course we have to be careful and
  1233. after 2022 also at the European level
  1234. we had some different acts that
  1235. aimed to become more independent. If we
  1236. have been successful so far that can be
  1237. debated. I think if it were the right
  1238. instruments that can be debated too
  1239. but the difference is still once you
  1240. have a battery here you have the raw
  1241. material here and when you think in a
  1242. circular economy point of view that's
  1243. something that's not just moving away
  1244. lithium is always lithium from a
  1245. chemical point of view
  1246. >> but if you import the fossil fuel like
  1247. oil and gas it's gone it's in the
  1248. atmosphere creating greenhouse gas
  1249. emissions
  1250. >> so the approach to import steel
  1251. to import lithium batteries whatever
  1252. >> PV it's a main it's it's it's a problem
  1253. of course if if if China is not
  1254. delivering anymore we are in
  1255. another crisis and yes also there we
  1256. have crisis
  1257. >> but still it's a difference the
  1258. difference is you have to think in a
  1259. circular economy point of view and not
  1260. in a linear where you import it and then
  1261. you goes up in smoke
  1262. >> yeah no that's u we are also
  1263. promoting secret economy approach and
  1264. renewable it's a important part of it
  1265. actually there is a study in Chile
  1266. that we made for to size the amount of
  1267. waste from the after decommissioning all
  1268. the power plants what will happen with
  1269. all this aluminum glass so it's a it's
  1270. pretty to see like materials that are
  1271. now here what to do afterwards
  1272. >> what is important here of course is that
  1273. from the
  1274. you need to have circular economy by
  1275. design basically also when you when you
  1276. design goods products and that's also
  1277. what we do at the European level and we
  1278. have to do it in Austrian level it needs
  1279. to be designed in a way that it is that
  1280. it's that it's possible to have it in a
  1281. circular but because if you have a
  1282. chemical product that it's it's so
  1283. mixed with all different and that you
  1284. cannot recycle it anymore
  1285. >> it's expensive to
  1286. >> or it's too expensive to have chemical
  1287. recycling then it doesn't make sense. So
  1288. basically from an in from a design point
  1289. of view
  1290. >> to the to the end of a lifetime of a
  1291. product the circular perspective
  1292. needs to be integrated. yeah
  1293. >> yeah now from a personal level
  1294. thinking in the future what would you
  1295. like to be your your legacy in energy
  1296. sector? my legacy. Well, as a
  1297. member of a cabinet, you always the
  1298. invisible hand of the minister. So,
  1299. basically, I'd rather talk of the
  1300. minister's perspective because that's
  1301. that's the important thing. so, my
  1302. >> personal I was happy to be able to
  1303. contribute a little bit to that and
  1304. that a little bit to that we are we had
  1305. the crisis and I think we did pretty
  1306. well. we now have a diversification
  1307. strategy of our gas supplies. I think we
  1308. continue we are on a path to reach this
  1309. 100% renewables by 2030. we have an
  1310. energy efficiency law. We are reducing
  1311. electricity and energy
  1312. consumption basically. overall
  1313. we've had a subsidy scheme that
  1314. created a an engine a huge demand
  1315. for new heating for climate
  1316. friendly heating. So basically this
  1317. getting out of oil and gas in the
  1318. heating system is just it was just
  1319. booming and skyrocketing. the current
  1320. government now also with because of some
  1321. budgetary restraint cut some of these
  1322. subsidies
  1323. which is a shame but that's a that's
  1324. for another discussion so I think
  1325. overall
  1326. u and the most important thing is
  1327. that the greenhouse gas emissions for
  1328. the first time over years got back so
  1329. basically
  1330. >> we got back and we reduced the
  1331. emissions which gives us proof. Of
  1332. course, there's always other factors.
  1333. You have the climate and it's getting
  1334. warmer. So, basically, you need less
  1335. heating. you had the energy
  1336. crisis with price spikes and of course
  1337. that reduces demand. You always have
  1338. that. But even with these factors and
  1339. there is calculations from science
  1340. when you reduce these factors and you
  1341. and you and you and you basically you
  1342. accept them whatever the name is
  1343. called for this kind of analyze where
  1344. you split the different factors it
  1345. shows that policies can work. So if you
  1346. set the right incentives, if you set the
  1347. right framework,
  1348. you can reduce your emissions and I
  1349. think that's important. So we
  1350. provided proof that it is important with
  1351. the right framework to finally reduce
  1352. emissions which has been growing for
  1353. years and with the greens in government
  1354. we could we were able to reduce the
  1355. greenhouse gas emissions.
  1356. >> Yeah. And it's a long-term game at the
  1357. end. So the results will be seen years
  1358. after years
  1359. >> and many of the so I'm convinced
  1360. that many of the results of these
  1361. policy decisions can be seen only in the
  1362. years to come. You are have been
  1363. involved in wind projects development.
  1364. it takes some years to develop a
  1365. project. So basically you set the right
  1366. incentive you take the political
  1367. decisions you created the law. Once you
  1368. have the law, you create this subsidy
  1369. scheme but only then these people
  1370. develop the project and so basically
  1371. they've built they have the permitting
  1372. then you have to then you have to find
  1373. the companies.
  1374. >> So you need a the time frame of I
  1375. don't know 5 years maybe longer so
  1376. many of the wind engines will be
  1377. built in the years to come. So also lots
  1378. of the results of the legacy if you want
  1379. will be seen in the years to come which
  1380. of course will the new government will
  1381. be claiming that this is their
  1382. success obviously as I would do it too.
  1383. but that's what we will see. We will
  1384. see lots of more renewable energy
  1385. installations in Austria resulting
  1386. into this clear investment framework
  1387. that we established. Stephan, you
  1388. have had a inspiring career and most
  1389. of our community is also young people
  1390. who who because energy transition is not
  1391. just a transition for from
  1392. non-renewable sources to renewable
  1393. sources but also it's a job transition.
  1394. A lot of young people are getting into
  1395. the getting into the energy field.
  1396. what advice you would give them the
  1397. young engineers to get into policy? Why
  1398. having this robust experiences are
  1399. more important?
  1400. what advice would I give? I would say
  1401. study your technical continue with your
  1402. technical studies.
  1403. >> I think it's important to understand how
  1404. it works. I think that's the basic. Once
  1405. you understand how it works, you can
  1406. make it better.
  1407. >> Yeah.
  1408. >> but as you are mostly studying
  1409. engineering, I assume at the tech
  1410. university, I would just encourage you
  1411. to go go on with your with your study,
  1412. finish your study, be curious and always
  1413. find once the learning curve gets
  1414. flatter again,
  1415. >> find new challenges. There can be
  1416. politics. as I said before for me it
  1417. was a coincidence that I ended in a in
  1418. in a cabernet of a minister.
  1419. >> it can be anything but be it
  1420. law or also technical studies just
  1421. continue and have a solid
  1422. I think it's very important to have a
  1423. solid foundation of knowledge. and
  1424. it's also the way you think
  1425. >> basically a university always also
  1426. builds you as a person and also you
  1427. learn to think in a certain way as an
  1428. engineer and I think we need that
  1429. so I just encourage everyone
  1430. >> continue
  1431. >> okay
  1432. >> continue your study and if you then
  1433. later on if you're brave enough to
  1434. enter into a political role or
