  7. the energy bridge. Today we have
  8. Professor Mitsra

  19. to interview you because you were
  20. moderating a panel here in Belgrad
  21. energy forum and we were researching a
  22. bit about your work but we want to know
  23. you how has been the challenge being
  24. electrical engineer in energy sector in
  25. Bosnia in western Balkcans. so yeah
  26. if you could tell us a bit about you
  27. your beginning in the sector studies and
  28. then to know you
  29. >> okay so let's go backwards so I am
  30. here representing regional sustainable
  31. energy transition center
  32. >> it was reset yes it was established 5
  33. years ago
  34. idea was that there is a need for
  35. continuous
  36. activity
  37. aiming to impact policy makers that the
  38. energy transition should be sustainable
  39. not market driven.
  40. >> Yeah.
  41. >> Not chaotic which unfortunately we see
  42. in the region. So we started as a think
  43. tank
  44. usually policy papers you publish you
  45. have some donors who support you we
  46. we've been working with European
  47. climate foundation and open society
  48. foundation and another foundations who
  49. support that activity in the region. But
  50. then at a certain moment we decided that
  51. we have to do a little bit more and now
  52. we are pretending or hoping to develop
  53. as a research base think and do thing.
  54. So what do we do? We do pilot projects.
  55. We do new new concepts. We try to prove
  56. that even in the western balkcons in the
  57. countries that we cover six countries
  58. it's possible to modify European models
  59. foreign models
  60. >> and to adopt it to the local
  61. >> environment. So my background I'm a
  62. power engineer. I was a professor at the
  63. University of Tusla. Now I'm professor
  64. emmeritus in exactly power systems.
  65. >> But also also in my previous life was
  66. little bit involved in politics.
  67. >> Okay.
  68. >> And in diplomacy.
  69. So at a certain moment you see that
  70. maybe priority should be given in the
  71. region to policy not the politics
  72. because policy usually here is transport
  73. from EU
  74. >> which is wrong.
  75. >> Yeah from Brussels
  76. >> you cannot you cannot use the same
  77. policies. Okay, you can use a key but
  78. you cannot use the same policies in the
  79. region where for example in European
  80. Union countries you had 25% of the
  81. consumption in a household in the region
  82. is 25%.

  84. >> in the region is 50 to 60%. Wow.
  85. >> So it's different. It's different
  86. system.
  87. >> You have good distribution networks in
  88. Europe. You have poor distribution
  89. networks here. So there are there are
  90. specific challenges. There are also
  91. specific opportunities especially
  92. regarding renewable energy. So we are
  93. trying to come up with the documents
  94. with presentations at the conferences
  95. and to I would say initiate serious
  96. serious approach
  97. >> to very complex process which we call
  98. energy revolution
  99. >> which was the title of the panel today.
  100. >> Energy revolution. Yeah. A major if you
  101. could explain a bit more about what are
  102. the regional challenges, what are the
  103. regional opportunities.
  104. >> Okay. You have a complex process. I
  105. mean it's part of the technology
  106. revolution. So it's complex. It's
  107. radical. So you have political,
  108. economic, social, technical, legal,
  109. environmental very complex issues
  110. and you have to identify which are
  111. the bottlenecks.
  112. This region has never been part of front
  113. runner in technological changes.
  114. >> It's always follower historically.
  115. >>.
  116. >> So we cannot really contribute to
  117. developing new technologies.
  118. This region also cannot finance from the
  119. internal resources big transformation
  120. like energy. We depend on
  121. >> foreign money or EU assistance etc. So
  122. how do you combine what you don't have
  123. with something which is necessary to
  124. implement.
  125. >>.
  126. >> Obviously the first condition is
  127. political which is very problematic
  128. here.
  129. There is no clear decision that it's the
  130. direction where people want to go. Our
  131. government sign agreements they through
  132. the energy community agree on everything
  133. but when implement implementation come
  134. you see that they are still stuck stuck
  135. in the past. So we are trying to impact
  136. policy maker decision makers
  137. >> and also major if you if you could
  138. first explain a bit about the energy mix
  139. scenario there then we can go into the
  140. opportunity then
  141. >> okay then you get to the you get to
  142. the advantage of the region so what's
  143. the potential of the region for energy
  144. transition we are as it is known stuck
  145. in the coal at the moment but when you
  146. look potential of renewable sources is
  147. specifically broken is probably the
  148. country in Europe which has potential to
  149. be fully renewable not only in power
  150. >> but to be fully renewable in heating and
  151. transport.
  152. >> Wow. How how so?
  153. >> Hydro power
  154. >> resources in Boston are comparable with
  155. Norway.
  156. >> Okay.
  157. >> Excellent.
  158. Flexible
  159. >> nice
  160. >> seasonal.
  161. >> Yeah.
  162. >> Wind very good. solar and the space
  163. >> biomass
  164. >> even geothermal. So basically when you
  165. look at the arena studies and you see
  166. the boss it's plenty small
  167. country not big consumption not too many
  168. people so
  169. mentally you are stuck in fossil fuel
  170. and you don't see that future is
  171. renewable and you import gas you import
  172. oil and you say we are for energy
  173. sovereignity you are energy sovereignity
  174. you import to important fossil fuels
  175. because you are stuck in a coal as a
  176. traditional.
  177. >> How much energy that the region had
  178. to import?
  179. >> Bosnia government imports all oil and
  180. all gas but we export electricity but
  181. that's export from thermal power plants.
  182. So Boston is the biggest exporter in
  183. relative terms in Europe.
  184. >>.
  185. >> It's between 2.5 and five gawatt
  186. terowatt hours. So which is let's say
  187. one/ird of our production now it will be
  188. problematic
  189. >> one third
  190. >> one third of our production is only for
  191. export EU
  192. >> for export
  193. >> it goes to the EU.
  194. >>.
  195. >> Okay. It's mainly from thermal power
  196. plants with the new regulation of carbon
  197. pricing with the sea bomb. It will be
  198. complicated
  199. and at the same time you have very vital
  200. private sector who is developing
  201. renewable
  202. wind.
  203. >>.
  204. >> Half half public companies have
  205. developed so far half capacity and
  206. private sector developed half the
  207. capacity. Don't forget that the public
  208. sector has doesn't need PPAs. they have
  209. consumption they are supplier and the
  210. private they have to do it on the market
  211. they have to provide flexibility it's
  212. much more challenging and when you
  213. consider solar
  214. it's for the last 3 years around 700
  215. megawatt which is the biggest in the
  216. region
  217. >> private 100% all private
  218. >> one is maybe 100 is a feeding
  219. tariff which was now on a market about
  220. 250 a large scale private
  221. >>.
  222. >> and about 350 is something which I'm
  223. very proud of. It's production for
  224. self consumption of small and mediumsiz
  225. enterprises 350 megawatt without
  226. regulation without status of active
  227. buyers without possibility to export
  228. surf surplus in the network and they're
  229. doing it.
  230. >> So how do you doing such a project with
  231. no regulation? Well, that's that's also
  232. advantage for private sector because
  233. there are no barriers, there are no
  234. obstacles, there is no corruption, no
  235. red tape. They do it for themselves.
  236. >> They and they take risks. They take risk
  237. >> and
  238. >> are they rewards for the risk that they
  239. taking so far?
  240. >> So far, so far they operating. So far
  241. they are building. So far they are
  242. working. I don't know what's their
  243. profit margin or how they are working.
  244. That's that's outside of our
  245. consideration but they are the leaders.
  246. >>.
  247. >> The first batteries will be installed by
  248. private sector definitely. So the last
  249. wind power 84 megawatt was private
  250. sector foreign the first one foreign. So
  251. in the pipeline you have 2 gawatt of
  252. wind 80% private you have 4 gawatt of
  253. solar.
  254. >> Wow.
  255. >> 85% private. So in that situation there
  256. is a huge potential but the biggest
  257. potential of Bosnia and the biggest
  258. potential of those balcony is
  259. flexibility of our hydropower
  260. Croatia Bosnia specifically Montenegro
  261. Serbia and northern Macedonia and
  262. Albania. When you put that all together,
  263. the flexibility of hydro which is badly
  264. needed in central Europe is comparable
  265. to Switzerland, Austria, Norway.
  266. >> Wow. And in all Western Balkcans
  267. are interconnected.
  268. >> Oh connection is very good.
  269. >> Okay. Between your six countries, right?
  270. >> Very good because it was one country
  271. >> and there was a good network. Now it's
  272. six countries but network is the one
  273. that 400 KV ring is there connections
  274. with the neighboring Greece, Croatia,
  275. Slovenia, Austria, Hungary
  276. >> and we were making a research about
  277. your work and you have papers from 2009
  278. promoting the western balkcans
  279. integration in Europe lecture market.
  280. How how have you seen the evolution from
  281. like 20 years ago kind of 15 years ago?
  282. >> the integration of the market has
  283. been promoted by the energy community.
  284. That's the mission of energy community.
  285. Market integration, integration of the
  286. region in European market and it's
  287. going on.
  288. >> Okay.
  289. >> Bosniona is the lagards. We still don't
  290. have the exchange. You don't have power
  291. exchange but it will it will be going
  292. on. A problem is that it's not
  293. systematic and strategic integration.
  294. It's trade. You have surplus, you sell,
  295. you have cheap electricity from German
  296. solar, you buy, you increase a little
  297. bit your financial. I'm talking about
  298. power companies.
  299. >> And it's shortterm.
  300. >> It's not long term. Well,
  301. >> it's not long-term. Long-term would be
  302. regional coordination and then you will
  303. have a little bit stronger player. How
  304. you can do it? Maybe you can do it
  305. through the market. Maybe you can do it
  306. through the joint projects. But
  307. definitely what we were we were
  308. promoting for 15 years is
  309. sit down guys and coordinate your asset.
  310. >> Let's work together. then you are a
  311. important player and then you can offer
  312. something to the European Union and when
  313. you offer something which they badly
  314. need then maybe you can ask for usual
  315. assistance that countries in EU are
  316. getting to get out of the cold to get
  317. cold phase out to go through the
  318. whole process so it's win-win
  319. unfortunately political division legacy
  320. of the war conflicts unresolved
  321. >> and the corruption and everything that
  322. is when you say balkcans prevented that
  323. maybe private sector will maybe private
  324. sector will lead the role
  325. >> but hydrop power plant are controlled by
  326. state sector electric power company
  327. >> and hydro are public and state
  328. >> there's just a few small ones and small
  329. hydro power plants which are private
  330. >> but it's super interesting that all
  331. western balkcans could provide
  332. flexibility to central and western
  333. >> they did provide flexibility 50 years
  334. ago
  335. We exchange flexibility of hydro with
  336. Sweden with the Switzerland and Austria
  337. 50 years ago. It's complimentary.
  338. Hydro in Switzerland and Austria is
  339. complimentary to hydro in the balcon.
  340. >>
  341. because of the because of the rainfall
  342. because of all the characteristic of
  343. complimentarity.
  344. >>. And if you combine solar, wind,
  345. water and storage,
  346. >> it's it's good.
  347. >> Then you can get local consumption
  348. covered with the cheap. And don't forget
  349. this region is also very rich in
  350. biomass.
  351. >> Biomass also. Okay.
  352. >> Above the average.
  353. >> When we say biomass, wood chips and wood
  354. >> forests.
  355. >> Yeah.
  356. >> Residues.
  357. plantations.
  358. >> Okay.
  359. >>.
  360. >> Everything that you can come even in
  361. Serbia agricultural waste.
  362. >> So bio
  363. >> bio energy.
  364. >> Okay. And ma now if you could just touch
  365. upon what you're doing with retail what
  366. kind of initiative that you're having to
  367. >> Okay. We are doing two things. We are
  368. doing thing in the region.
  369. >>.
  370. >>
  371. we are a network of experts. You don't
  372. have too many full-time employers.
  373. You may say that in Boston is about 8 to
  374. 12
  375. experts who are actively engaged.
  376. But in the region, we also have a pool
  377. of experts in every country three to
  378. four. So what we try to do is
  379. to have an honest look what is the
  380. development of transition in the region.
  381. The first document that we published was
  382. so-called barometer of country readiness
  383. for energy transition.
  384. Unfortunately
  385. the conclusion is
  386. country not readiness for energy
  387. transition. I'm talking about political
  388. leaders and about parliaments about
  389. governments about state utilities. So we
  390. are trying to promote cooperation. We
  391. are trying to figure out how European
  392. Union should approach the region which
  393. is not rigid approach that is currently
  394. being realized through the energy
  395. community secretariat. We are in contact
  396. with energy communist secretar. We
  397. exchange the ideas. We criticize them.
  398. They sometimes listen. Sometimes they
  399. don't listen. what are youing
  400. them about?
  401. >> Well, there two
  402. for example the last the last dispute
  403. was about regional energy energy energy
  404. trading system regional ETS. When they
  405. started the idea we said it's not going
  406. to fly don't go that direction. So for
  407. two years we argued with them and now
  408. and finally they said well it's not
  409. going to fly but we lost two years. We
  410. also talked to the DG we talked to some
  411. our partners in Berlin.
  412. >> we are we are we are part of the
  413. southeast
  414. Europe
  415. energy transition think tank network.
  416. >> Where is that based?
  417. >> It's a virtual it was established by
  418. Agora Energy Vendor. It started very
  419. ambitiously and then it will be slow to
  420. slow down. It's countries of western
  421. balkans plus Croatia, Romania, Bulgaria
  422. and Greece.
  423. >> Yeah.
  424. >> So it was also southeast. So we
  425. continue working in the western
  426. balkcans. the network is not
  427. developing as it was meant originally.
  428. >> Also you said you guys can do think
  429. tank and you're having several
  430. pilot projects. If you could tell us
  431. about that.
  432. >> We are not the typical think tank
  433. because it's
  434. not possible to be in the balcon typical
  435. think tank. So we had to evolve
  436. >> in something which we call think and do
  437. tank. So what we do not consulting
  438. when we see that we have a good idea how
  439. something could be implemented.
  440. >> Of course you do mainly on the local
  441. level because it's possible with our
  442. government you do it. So we have been
  443. implementing for the last four years
  444. several projects on the local level
  445. which we called decentralized energy
  446. transition or citizens energy.
  447. >>.
  448. >> So working with small and mediumsiz
  449. companies several projects with local
  450. governments. The recent project is that
  451. we worked with the open society
  452. foundation
  453. >> helping them to put donations on the
  454. schools in Boston so-called sunny
  455. schools project. Now we are probably
  456. working with them further on along the
  457. establishing something which they call a
  458. green mayor's alliance in the western
  459. balkcons. We also have experts in
  460. networks. So we combine technical,
  461. economic, legal and
  462. social aspect. So we will focus next
  463. couple years definitely on that we call
  464. broader citizens energy and we have the
  465. conference that we have organized three
  466. years in a row on the subject
  467. developing citizens energy
  468. >> where where if
  469. it's it's always in SVO in November it's
  470. not conference like this one it's
  471. working conference
  472. >> it's usually
  473. >> one thing do one thing
  474. >> which people who are working it's about
  475. 60 70 people who are working in the area
  476. from different stakeholders per per
  477. initation without fees and for the three
  478. years we have 85% people who are coming
  479. every year.
  480. >> Wow.

  483. same people gathering from the region
  484. >> putting that on the ground. Every year
  485. you have some outcomes and then you
  486. >> we discuss we define barriers we defined
  487. proposals and then we try to lobby and
  488. to coordinate effort. We also are
  489. developing now a step further in this
  490. do components education
  491. >> resource center
  492. we have a pilot project on
  493. platform we call it plan for
  494. citizens energy which is web based
  495. >> whatever it will be so we're trying to
  496. make impact and to push energy
  497. transition from the bottom
  498. >> because from the top it go it goes very
  499. Okay, it's not easy, but
  500. we are positive it's possible because we
  501. started with 20 companies four years
  502. ago, but we succeeded to get some
  503. champions and some which are good and
  504. the leader there is a about that two
  505. companies there is a on balcon energy
  506. news there is a report. So one of the
  507. companies with our help went from the
  508. energy audit to the level where they
  509. have today fully implemented more than a
  510. year energy monitoring system and
  511. they're starting to use artificial
  512. intelligence
  513. >> to analyze
  514. their data and to increase energy
  515. efficiency of course implementing
  516. measures heat pumps solar everything is
  517. is included. They are really
  518. our hope.

  520. >> Because if you want to do something in
  521. the balkcans, you have to have
  522. laboratory.
  523. >> You have to have
  524. >> laboratory. People have to come
  525. >> and you have to tell them go there
  526. >> and see if they succeeded, you may
  527. succeed.
  528. >> So you see a the a big importance in
  529. between academia and industry
  530. collaboration. Well, it's a people are
  531. prepared are from academia. They're also
  532. specialist from industry. They worked
  533. also in electrical companies. So now
  534. they are involved. So it's it's quite
  535. flexible. But you can say it's academia
  536. and experts from industry who are
  537. cooperating with our partners. We don't
  538. call them clients with our partners. And
  539. our partners are local governments,
  540. local novel government organizations,
  541. eventually citizens and above all above
  542. all small and medium scale companies
  543. >> and
  544. just some more on the on the
  545. challenges that you said what kind of
  546. so for example what do you need from
  547. from Brussels or from the EU union
  548. because you said Bosnia and the
  549. region is dependent on them. So
  550. like if you can just list out some key
  551. initiative the key things that you
  552. need from them that could really benefit
  553. the region. We need two things. We need
  554. to put
  555. apart from top down decarbonization
  556. which is
  557. >> markets, interconnections,
  558. flexibility,
  559. foreign direct investments, PPAs, the
  560. whole conference
  561. >> which we are participating now. We have
  562. to tell them well in European Union you
  563. also have bottom up
  564. >> you also have citizens
  565. >> and that's what we also want to do here.

  567. >> so change the policy provide some
  568. technical assistance you provide some
  569. financial means for co-inancing those
  570. projects it's not okay that you through
  571. the western balcon framework provide 30%
  572. of the investments for wind power park
  573. to public companies and you don't
  574. provide 30% for citizens I know it's
  575. complicated for local governments but
  576. support them so we are advocating for
  577. changing the policy
  578. >> so that even the private players can
  579. take benefit of the go that 30%.
  580. >> Yes.
  581. >> Because anyway 85% you said is done by
  582. the private player friend.
  583. >> Yeah.
  584. >> Okay.
  585. >> And then then you do need some
  586. technology transfer.
  587. >>.
  588. >> And that's our university have to be
  589. better connected to the universities in
  590. Europe.
  591. >>. to reestablish connections that
  592. were at a certain moment after the war
  593. established and then they somehow face
  594. down because we need continuous
  595. connection and exposure to new
  596. technologies and then we need ecosystem
  597. for innovation
  598. local players

  601. centralized energy transition is
  602. experimenting it works something is
  603. working here something is not working
  604. and we are trying to do pilot project to
  605. show it's possible
  606. >> to showcase
  607. >> actually one of your last research is
  608. about decentralization with PV right
  609. >> yes
  610. >> so if you could tell us a bit about this
  611. study or
  612. >> we think that PV PV is a not just
  613. producing electricity not just producing
  614. electricity for yourself consumption
  615. it's not commercial what we discuss is
  616. the presumers energy communities etc. So
  617. we think it's a trigger that you start
  618. participating in energy transition
  619. >> from PV you go to energy management you
  620. go to energy efficiency you go to net
  621. zero decarbonization
  622. and then you
  623. >> become player
  624. >> that's how we see PV not just consumer
  625. >> so we don't specifically like what's
  626. happening in Montenegro where electrical
  627. company putting PVs it's passive we more
  628. would like to see people active from the
  629. very beginning like with small and
  630. mediumsiz companies in Bosnia which are
  631. also developing suppliers, engineers,
  632. finances. So then we identified
  633. typical bottlenecks legal
  634. certain financial but then we identify
  635. very complicated bottleneck which is
  636. grid distribution grid much much less
  637. developed than the grids in the in
  638. the European Union. And now we have set
  639. up a group of people experts who are
  640. supporting distribution system operators
  641. or distribution network operators
  642. because they are still not system to
  643. develop software solutions to increase
  644. hosting capacity to
  645. introduce datadriven
  646. planning and operation which is
  647. basically the smart grid. So that's the
  648. last project that we are doing. Of
  649. course we are doing that with the
  650. experts from university from company
  651. together with them. So we'll see
  652. >> we'll see what will be the result and
  653. >> as you said the grid is not as advanced
  654. as even advanced countries are
  655. having problem with their grid. So we
  656. can totally understand what what you
  657. guys are facing. But so battery storage
  658. becomes really even more important for
  659. for Bosnia right
  660. >> battery everywhere.
  661. it's disruption technology battery plus
  662. PV for these companies
  663. battery in a distribution grid not just
  664. for arbitrage but also for services
  665. battery in the transmission grid which
  666. of course big companies will do it
  667. >> so we of course expected batteries to
  668. play important role
  669. >> so when you talk about citizens energy
  670. energy communities is definitely PV plus
  671. battery and energy management and demand
  672. side management
  673. >> and are there already some private
  674. players who are deploying it
  675. >> we expect that in the next year
  676. >> in the next year
  677. >> we expect the first batteries in Boston
  678. this year
  679. >> and you said about 10 megawatt right
  680. that the first one that is getting
  681. deployed
  682. >> oh it will be much more it will be much
  683. more
  684. >> it will be much more
  685. >> I think the first one which will be
  686. employed will be on transmission level.
  687. >> Yeah,
  688. >> I expect it will be at least 100
  689. megawatt hours.
  690. >> It will be for secondary regulation.
  691. >> And what is the
  692. >> so big players will do big private
  693. players.
  694. >> So what is the autonomy that you are

  746. stage when people start understanding
  747. what we want to do, we are now in the
  748. next stage and it's a regional
  749. networking
  750. in the western balkcans and we are
  751. looking for the partners who want to
  752. help us to network with us.

  755. partners like motivated partners. We did
  756. have cooperation with the big with the
  757. big consultancies and with the built-in
  758. things like Aragorian and like Equities
  759. like partners in Croatia, Romania,
  760. Bulgaria and Greece. But what we are now
  761. basically trying to do is focus on
  762. bottom up approach
  763. 80% 20% regional issues
  764. and try to develop not projects but
  765. process. So one new project that we are
  766. now trying to develop as a process.

  771. sustainable energy transition innovation
  772. center and we are hoping to develop that
  773. in Boston
  774. in four cities together with
  775. universities together with the Dutch

  777. center of Alex lens and Dutch technical
  778. universities. We can have similar
  779. project with Austria. we have so
  780. many students and colleagues and
  781. engineers in Austria. And how did you
  782. start with the with a Dutch partnership?

  786. we'd like to do something with you. We
  787. proposed.

  791. issue. They wanted something which

  795. we can do it. Now we in a phase of
  796. developing concepts agreements we decide
  797. soon memorandum of understanding then we
  798. will develop visibility study but we
  799. know what we can get from four
  800. universities in that what we
  801. can get from experience of the energy
  802. communities

  807. >> so that's that's a new challenge that's
  808. a new challenge and Our biggest
  809. challenge is now how to get young people
  810. in all this..

  815. Austria where there are plenty

  817. where I was a mentor supervisor on their
  818. final degrees are now doing PhDs in
  819. Europe in Manchester in Hamburg in
  820. Munich in Vienna. So
  821. to get young people involved you need
  822. young people on both sides. So those are
  823. challenging
  824. >> generational collaboration also.

  826. are first generation my generation is
  827. the first one who really experienced
  828. climate change.

  831. start something but we will not
